From the port to Cebu South bus terminal should cost you about P50, depending on the time. However, walk past all the vultures waiting at the pier about 2 blocks out to catch an honest cab and make him run on the meter.

Myself the only way to fly is the AirCon Ceres. Total cost is around P240, varying a little depending on whether you take the bus all the way to Duma or take the fast craft across from Lilo-An to Sibulan.

I'll let someone else address your questions about the V-hire, as I haven't ridden one on that route for years.

If you read through this thread it should answer all your questions.

If You ride V-hire You cannot bring luggage because the space is very limited.
For safety reason it is better to take Ceres. Anyway the V-hire terminal is just next to the Ceresterminal (South).
Ceres depart every half hour, try to take the trip 20 minutes past the hour so You have a chanche to catch the fastferry right away.
Ceres aircon to Bato cost 157 pesos, the fastferry 63 pesos and the easyride from Sibulan to Dumaguete 10 pesos.
There is a terminalfee of 5 pesos in Cebu
The trip with Ceres takes a little more than 3 hours.
If You have bulky luggage better take the trip direct to Dumaguete, the Ceresbus goes on the ferry (Maayo) and continue up to the Ceresterminal in Dumaguete.

I don't know how much from port cebu to bus terminal but the bus is 152php from cebu to liloan. Then the ferry from liloan to sibulan is 75php and then you can take a jeepney for about 12php to dumaguete. Good luck

IMHO the best way to take the ceres is the following:

    1. Near the market in Dumaguete take the Dumaguete-Sibulan easy ride to the port, ask the driver to drop you at the port terminal, give him a tip.

    2. Take the fast craft to Lilo-An. Be sure to disembark quickly to obtain a seat on the air con ceres. Usually there is a mad dash to get the front seats.

    3. If your choice is the pump boat, the options are taking the V-hire or getting to the highway to get on Ceres. Before deciding to take a V-hire be sure to look for bald tires on the van. Bald tires usually mean "bald brakes". The ceres aircon drivers are very professional.

    4. From Cebu take the aircon to Lilo-An or Bato, depart the bus at the fast craft terminal and take the fast craft to Sibulan. This bus is less crowded than the Cebu to Dumaguete one and the trip is faster. In Sibulan take the Easy Ride to Dumaguete. You can depart the easy ride along the route before it completes its destination near the market. If you sit in the front seat expect to pay double if you are a foreigner, it is not that much.

There are several Ceresliner each hour.
For fast connection to the fastferry expect to be at South (bus) terminal on the hour, the bus leaves around 10 minutes past the hour (sometimes a few minutes earlier or later)
A trip to Liloan cost 162 pesos and i think 10 pesos / big luggage.
To enter South bus terminal you have to pay 5 pesos/ person, taxi 10 pesos extra.
The fastferry leaves also on the hour.
So if you catch the bus from 6:10 you get the boat from 10:00.
boat takes 25 minutes, so you are in Dumaguete around 11:00
If you have big luggage you may prefer to take the ceresliner to Dumaguete instead of Lilo-an, the schedule is here on this website.

It's kind of like this, if your asking about schedules Maybe you have not done this before? If not. Schedules here are mostly meaningless. buses leave the south terminal about every 30 minutes, stress on about, sometimes there are two lined up sometimes you will wait an hour, if it is important to ride an aircon bus get there earlier in the day, as will be easy for you, and be prepared to wait, if one happens to be loading when you get there, then you will be pleasantly surprised, watch your bags, refuse the handlers if you can and watch the porter put your bags in the bottom of the bus as he closes the door, have your companion get seats on the bus while you do this.
Once on the bus relax and enjoy the ride. To avoid handling your bags at the fast craft terminal: off the bus on the ferry, off the ferry and on another bus or jeepney in Sibulan, Take the barge bus all the way to Dumaguete terminal, just ask at south terminal which one that is or wait for one. The bus will go to Bato, drive on a barge while you sit up top on the barge and enjoy a nice ride. more expensive by a bit, a little longer, about 5 hours total.

From Cebu to Liloan every 1/2 hour but the one 10' past the hour has best connection.
