LTO set to implement helmet law in two weeks’ time

    i hope they elaborate further on this, because as i have experienced before with cops outside negros, they make this 'approval sticker' on the helmet an issue even if the poor guy has been wearing a helmet and trying so hard to abide by the rules.

    and it wont be impossible for the same to happen here. i hope they (lto) has to come up with:

    1. what type of helmet (open chin, full-face, etc) is allowable in the city, or within negros oriental if thats possible at all
    2. what approval stickers stuck on the helmets should the consumers have to look for when buying a helmet

    moot and academic -- gosh, i had to go to dictionary.com to see one of the words there. but i guess, in fairness to the guiding principle behind the law, a helmet has to be worn by any motorcyclist and his passenger.

    Hope your asawa is correct! And, taillights are RED, not white. It shouldn't look like a headlight coming AT us...

    Another law that will not be enforced,, also i guess they are going to have to build some more waiting sheds so all the folks down the street from where the spot check is won't have to stand in the sun or the rain..

    i think this time its gonna be different. i also got news from the locals themselves about this helmet thing, and when the locals are who you hear talking then there is a really big chance that something's gonna be enforced this time around.

    also, i've noticed a new apprehending tactic the lto's doing. before they set up partial barricades. but now, no more barricades, they apprehend you on the spot.

    Look for the ICC (Import Commodity Certification) sticker. It is on about half the helmets now available locally, mostly, the half that looks like they would break in half if you dropped them on the floor. Good quality imported name brand helmets will be illegal without the ICC sticker. I can feel a new business in the making... (ICC stickers)

    I would gladly wear a helmet if it meant LTO would be out in force nailing people for safety infractions and not just helmets. Start nailing people for no lights or busted lights at night, incorrect colored lights, extreme noisy bikes altered to be that way, neon crap lights on the side, and so forth. Really agitates me all the idiots driving without lights especially being a hazard on the road for everyone else.

    But also they need to nail Pedicab drivers balls to the wall on the lights issue as well. Many have busted back lights or not visible, busted or not using turn signals and so forth.

    But in the end I doubt much enforcement will happen and many fines or bikes will be impounded. Not many will so willingly pay 1.5-3k to get their bike back without a complaint for the dozen various infractions and likely it will be just foreigners hit hard as they know we will pay quickly.

    @shadow - thanks. got really curious about the other posts and did some reading hehe... i think the law on this stated any of the 2 stickers: PS or ICC.


    @jmreyes - thanks for the fb feed. hoorah for the moratorium lol. imo the bike-riding public's really lucky to have so lenient leaders!

    went through the fb comments, and it confused me a bit. anyway, i think its still RA 10054 that's says all about helmets. RA 4136 focused more on vehicle registration, etc and there was no where in the text that mentioned "helmet" "safety gears" etc. but both are biker-rider laws and the LTO will certainly pin hard any bike-rider with these 2 RA's!

    Two days ago my motorcycle was impounded because I didn't convert my foreign license to a local license and I had to attend a seminar in LTO office. They said that helmets will be required from "Wednesday or Thursday next week".

    It is interesting, that I had to pay not only for driving without license (1500 pesos), but also 1000 pesos for driving in slippers and 300 pesos for a dirty license plate.
    After paying the fine my bike was released and I was free to go despite the fact that I was still in slippers, without driver license and the number plate was dirty :smile:
