Has anyone gone through the pain in the butt arduous process to get your wife's passport authenticated and the end document necessary to get, in my case, a U.S. tax ID Number?

We have been told you need a notary and a judge to approve a form stating the passport is valid and then take that form, in person, to the new Manila DFA Office for Passports near Mall of Asia. I am sure I will find the proper form to use on the Phil Gov web site. I am wondering if it is a one day release process or open ended? Got to get it done Jan 26 when I am there to go to the US embassy to get my son's social security card. If anyone needs help with that process, let me know.

    Thanks

    welcome to the nightmare

A passport is a passport, is a passport, is a passport. A passport is a bonafide government document. It is an accepted identification. If it is issued, that is authernication in its higest form. Tell whomever, either accept it or charge you with passport fraud. If you accomplish nothing, my heart goes out to you. You're being screwed. I send you this "opinion" from Alaska. Take heart in knowing that you are lucky to be in paradise at the moment. Wish I were there.

Elvs74, this following web site from the US Embassy Manila tells you exactly what documents you need in order to apply for the Consular Report of Birth Abroad (CRBA).
First-Time Report of Birth Abroad | Embassy of the United States Manila, Philippines
Part of the instructions will have you print out the CRBA Check List and Application.
It is a strict and rigorous process. Make sure you bring pictures besides the documents to show the marriage and the birth to help give evidence the child is yours. I assume you are married, if not there may be a DNA requirment.
We went to Cebu and presented our papers to Mr. Domingo and had no problem. You can also apply for your child's passport while you are there. If you go to Manila, you are required to submit an online appointment request. At Cebu, we requested the Citizenship papers and Passport be delivered to us via 2Go, that worked out perfectly and 10 weeks later we received his US citizenship and passport.
Next week we will go Manila to the social security office and apply for his SSA card and to the Philippines Department of Foreign Affairs to get my wife's Philippine passport authenticated so I can apply for a US Tax Identification Number for her. I can then claim both as dependents on my U.S. federal tax return. Let me know if you have further questions or don't understand the document requirements. Good luck.

A few days ago i was in the US consulate in Cebu Waterfront hotel.
The consulate is open from 8:00 am to 11:00 am for all kinds of information.
According to the officer in charge, all paperwork now is done on internet, with a lot of possibility's.
You just pay whatever has to be paid on internet and you get an appointment within minutes.
No more long lines outside the US embassy in Manila, it is all on appointment and you are out of the embassy in less than 2 hours.

Procedure for Authenticating a Copy of Your Wife’s Philippines Passport
If you need an authenticated copy of your wife’s passport, as I did to file for a U.S. Individual Tax Identification Number, following is the procedure.
    1. Print out an Affidavit stating her name, passport number, married to, residing at, purpose of request (a standard Philippines Affidavit can be found at: Free Legal Forms & Contracts - Philippines. I modified a general affidavit form. Make sure your document allows for the Notary statement and stamp and document number.
    2. Go to a Notary and have it notarized. Bring 3 copies of passport and affidavit. I went to Dumaguete City Hall Legal Office 2nd floor. Cost 130p for notarization.
    3. The next step is to get a Judge to give you a Authorization of Authentication of Notary. We went to the RTC (Regional Trial Court) first floor all the way to the last right turn first office on the left (not sure what the sign on the door is). A lady named Marylyn is the administrator and will print out a boiler plate document for the judge to sign. You pay 100p and she will give you the docs to take up to a judge’s office. The administrator will take the docs and obtain the judge’s signature. You then go back down to Marylyn to get the docs registered.
    4. Once you have the docs you can either go to the DFA in Manila (new office close to Mall of Asia) or you can do like we did and go to WWW Express on Silliman Ave in the WWW/DHL office. They have a round trip courier arrangement with the DFA and will take you docs (don’t have to ship your actual passport) and ship to DFA Manila for 650p. Your authenticated passport docs will be returned to WWW office in 7-10 days.

I went through a lot of headaches trying to get my wife here with me in Taiwan. Almost everything that you do that deals with the Philippines government takes two weeks, if you don't know someone. Getting the red ribbon document from the DFA that certifies that your wife is your wife is just one of the things you will have to deal with..

The Red Ribbon looks like a 3 year old made it in elementary school. and another thing, an NSO birth certificate isn't worth the paper its printed on, you cannot get one Authenticated without a certified copy of the original birth certificate from the LCR? is there no end to this madness? Does a Filipino even have a brain? They think they can take you hostage if you cant pay a hospital bill, and the Filipino believes this. Well I showed them when I forced my way out of Chong Hua hospital and dared them to do anything...the didn't touch me. Sorry to seem so horribly harsh but the truth is what it is. there isn't a smart thing in this place, its nonexistent. the only good stupid thing is the girls, they are what keeps this country alive.

CRBA isn't that hard, just have everything on the checklist and don't forget to have proof you spent 5 years in the USA and proof you were here during conception, 3 weeks before and after. I had an issue as it seems someone threw away my folder with my passport in it, stupid is as stupid does! So I had no entrance stamps to prove I was even here, luckily I save all my credit card receipts. The consular actually suggested I go to immigration and get a record of my entrance and exits! I am sure that would have been a nightmare. The truth in a nutshell is, to do anything, anything at all, be prepared to go back and forth on bad advice, the wrong instruction and never think for a moment you can get any single thing done in one building, they just aren't smart enough to organize a system that way. I opened a bank account here with ID only, no SSN asked for at all, but when I wanted to change dollars they wanted a TIN? what? I wanted to change pesos to dollars from my peso account account in BPI to my BPI dollar account but they said its not allowed, they advised me to withdraw cash, take it to the black market then bring back dollars! They forced their customer to enter a dangerous situation carrying a lot of cash around for no good reason at all! Its endless ignorant Bliss I suppose. Anyone ever try to do real business here? Good luck! Dont waste your time!
