    Just yesterday I was walking on the Boulevard around 1-2pm or so and a filipino male in his 20's was right there at one of the seats squatting down taking a crap as people walked by.... not into the ocean or grass but right onto the the cement. I have also seen a guy walking the boulevard with very loose shorts and I assume no underwear just walking and crap falling out of the back of his shorts.

    The country could be so beautiful if these people were rounded up and gotten rid of if they can't be taught. Just like the beach at the apartment complex I live at with all foreigners the squatters nearby have the beach a mess because they thrown all their trash in the ocean to be carrried to our beach.

    There is no rule of law here. If your rich the laws apply because money is involved but if your poor they couldn't care less unless its a really serious issue with an accuser. No such thing here as disorderly conduct it seems or public indecency. The police could be walking by and wouldn't even give it a second thought.

    Thats true, thats why i dont know what is Wow in the Philippines in terms of this things mentioned!
    Sure its not everything is bad or not good here , for sure other countries have also their unnecessary behaviour but here rich and
    poor is big difference..
    But for me , whoever you are, poor or rich, if you do the same unnecessary behaviour for me is no difference..
    Anyways, the rule here, i have no word..

    I've seen similar incidents around town recently so I'm not surprised in the least, though never on the boulevard. The pissing I can ignore, but the sh*t problem seems to be increasing in frequency.

    My opinion is the cities here and around here need to start things off by putting out neat clearly marked trash cans/baskets. I rarely see one, do you ? People might use them if they are supplied. The city must set an example. Plus ticket people that throw trash. Toothless laws are useless. Are you listening Mr. Mayor ? And residents ? It's your city.

    Guess you don't walk the boulevard much. Their are trash containers everywhere and only 50% or less use them. Most still just toss down on the ground or into the ocean rather then walk the 2-5 feet to the nearest trash container and throw it away properly.

    It is depressing to see these things. This reminds me of North America in the 60's. Most of us threw our wrappers and cigarette packages on the ground, spitting was common, and I even remember urinating against a couple trees in the city gardens park when I was a kid. Over time, the mindset changed. I remember big campaigns to clean up our cities. The boy scouts and girl guides would have clean-up days as would the schools where they would pick certain areas of the city and go around picking up garbage. The cities had their own advertising campaigns, and the local police enforced new santiation related bylaws. The goal, of course was to raise awareness and change embedded ideas.

    Here in Dumaguete, lately, I have seen Foundation University students cleaning the Banica River near the campus each year. Dep Ed also has a Clean and Green (I think that is the name) Campaign going on. Local Scout groups have started trying to beautify some of the worse areas of town. It will take a while but lets hope it catches on. Maybe some of us that are complaining, though, might want to get involved with some of these groups or start a group to raise awareness about sanitation and hygiene? Or, is it more fun just to sit back and complain about it? Another idea might be to collect money and approach the city, offering to buy more trash cans or purchase and post signs with information about sanitation and hygiene, approach Dep Ed to include these topics in the curriculum, or even build more public toilets. I guess it all depends just how much it really bothers you. Alternatively, I don't think most of you would like to have Badjao or street kids and derelicts wandering through Boulevard restaurants to use their the CR's to urinate while you are enjoying your meal? I know the owners will not permit it. Do you know any other options?

    My mrs is from a small bry in Cebu, every Sunday they all go out very early to clean and cut grass and generally tidy their area. They even have a small budget for plants which are planted along side the road,they are all proud of what they do and keep it nice with no garbage! If you drive from here to Cebu this happens in many areas and it does look nice.
    So what's happened on negros? No one seems to care or give a sh*t here, I watch the kids walking up the road after school eating their snacks and just thinking its normal to throw their trash any where and when you say something they just give you a blank look, all boils down to bad parenting as for many things here like 10 yr olds riding bikes etc!
