Jim, i dont think there are any news reports on this. Ricky was 'implicated' in a number of burglaries in and around Dumaguete, often of foreigner owned homes. It would seem likely that he was targeted by a vigilante group, presumably off duty and out of uniform.
Ricky had just turned 18 and whatever he did in his short life didnt merit this end.
His funeral is tomorrow in Banilad.

 

Police vigilantism is the obvious speculation. However, I hear that he was questioned shortly before this by police ("tortured" is what his friends say) and he gave up names of confederates, mostly in Banilad. So revenge on a "stool pigeon", as the crime novels say, is also possible.

 

There was an online mention of it, but it was pretty vague and I don'rt recall where it was.
