DTI in Quezon Park selling ICC helmet stickers

Saw 3 guys on a bike yesterday in Sibulan, all had ICC stickers on their helmets,, problem was they were wearing them on their elbows.O-|

so this means everyone will be required to wear a helmet, they will also check the ICC but wont penalize you until december 31.

 

Which brings us directly to this sentence;

"But those caught not wearing helmets at all or improper head gear risk a fine of P1,500 for the first offense and confiscation of their driver’s license."

What exactly is "improper head gear"?

And this;

"But motorcycle riders won’t be penalized immediately if they are wearing full-face helmets as required by the new law, he said."

So only full face helmets are "proper" under the new law? I was in DTI yesterday, and they were issuing stickers for helmets that were not even close to "full face". What are they classifying as a "full face helmet"?

The article leaves one with more questions than it answers. Until they come up with some actual definitions the article is still more than a little ambiguous.

The director said it for everyone's good. That must be the name of the helmet importer.
The director said if you can buy a motorcycle, you can afford a helmet. What if, as in many cases the motor was a gift? One of my workers had to take half the day off to get a loan from PHCCI to buy the helmet, how is that not anti poor?
If someone has a problem with the law, the director suggests addressing congress. Is he serious?

 

Oh, and the ICC certified helmet my worker got today is NOT a full face design and was purchased in Dumaguete at well known discount establishment that had a DTI notice displayed saying their helmets were approved and complied with the new helmet law.
On the news tonight, ABS CBN Played several teaser clips and the anchors made comments about their upcoming story on the ICC/helmet dilemma. The story was pulled and at the end of the newscast during the sign off they just showed hundreds of people semi cued up for stickers, no story tho.

 

my sentiments exactly...

- no timely and effective cohesion among various offices
- no proper source where updates should be checked by the public
- bullying by some apprehending officers
- no prior education or public awareness campaigns
- media reports that fast become obsolete due to new directives by the concerned offices

all of which the motorcycle riding public takes the heavy pounding.

MANILA -- The Department of Transportation and Communications (DOTC) ordered on Friday the Land Transportation Office (LTO) to defer enforcement of the motorcycle Helmet Act of 2009 and its implementing rules and regulations.

The decision to defer was in line with the Department of Trade and Industry's (DTI) request to give them more time to inspect all the helmets that are coming into the country. DTI wants to ensure that all the helmets bear the Import Commodity Clearance seal issued by the Bureau of Products Standard.

The DTI requested to give them until the end of the year to complete inspection before the Helmet Law and its IRR is enforced nationwide.

"We want to ensure the orderly implementation of the Helmet Law with the safety of the riding public as our foremost objective," Secretary of Transportation and Communications Mar Roxas said.

The DOTC directed the LTO to instruct its enforcers to issue reminders to motorcycle drivers of the issue starting August 1 until the end of the year. In cooperation with other pertinent government and private agencies and organizations, the LTO will conduct an aggressive public information and education campaign on the matter.

During the period covered, no punitive measures such as the issuance of citation tickets shall be implemented.

From January 1, 2013, motorcycle drivers caught driving without a protective helmet bearing the ICC seal will be issued citation tickets and penalized as stated in Helmet Act of 2009.

The IRR of the Helmet Law was stipulated in the joint administrative order (JAO) crafted by the DOTC and DTI, requiring motorcycle drivers and riders to use protective motorcycle helmets with PS and ICC seals.

The order was originally for implementation on August 1.

The JAO also penalizes motorcycle dealers who do not comply with DTI to produce or sell sub-standard helmets and not bearing the Philippine Standard mark or ICC seal, including those who tamper and forge the PS or ICC marks. (SDR/Sunnex)
