Helmet law amendments now being considered?

    I noticed the Drivers using the brights all the time too. I think it is because they have the window tinted so dark they can't see. I was thinking of getting a laser to shine in thier eyes so they will get the point....... Only joking of course. As far as helmet I wear it all the time. Untill I had my vasectomy I wore a helmet on that head as well. LOL I agree with Rhoody that lights are always a welcome sight when driving at night. That way I do not have to scrape them off my front bumper.

    For me, including provinces like negros oriental is just another way of expanding the business. They don't really care about the welfare of the drivers, because if they do, they have first, at least provide them with proper seminar or training before giving licenses. Requirement of helmets are only applicable to major cities like manila, cebu and davao.

    I missed to include road courtesy, I think this is missing a lot on the streets of dumaguete. Hehehe....

    I only ask why? On two issues, firstly, are national laws only passed so they can be applied to people in bigger cities then? If this is the case, why is it not specifically stated so, in for example: - RA 4136(1964), Administrative Order AHS-2008-015(2008) or RA 10054 (2010)?

    IMHO, national laws are for the entire nation, as regional laws are for regions and local laws are for the surrounding area where they are passed in a particular municipality, barangay or barrio etc. If people reject laws that their elected representatives have passed then, it's basically 'anarchy', if we go along that road, perhaps we should also stop paying land tax, income tax, with-holding tax, VAT etc etc as these seem 'cruel and unjust' too.

    Secondly, are people in bigger cities likely to have more accidents on motorcycles than people in smaller cities where you say the law isn't applicable? Possibly so, due a higher volume and greater numbers of motorcyclists at risk, but on the other side of the coin, unless they are actually run over by a following or oncoming vehicles, after coming off the bike, surely having most forms of head protection would reduce the risk of serious head trauma? Again, only my opinion, having ridden bikes here and all around the Philippines, but to me riders in the bigger cities, are subjected to a higher standard of discipline (through enforcement), thereby, actually paying more attention to the driving environment as they have to, traffic is greater, speed is greater on the larger, wider thoroughfares etc and cops and traffic enforcers have no hesitation in pulling them over, if necessary.

    I do agree with you that it is a failure of government, national, regional and local, to educate the people on how to drive properly. However, there again, who here actually knows how to drive properly, (as per the Phil Highway Code requirements, who has actually seen a copy of it either?), never mind courteously, defensively, respectfully etc, certainly not the government officials who have passed these laws.

    I do understand your point. Law is law, that is a fact. What I am saying above is just also my point of view regarding this. Specially when this is applied to dumaguete. I can't imagine myself buying a bottle of vinegar few blocks away and I have to wear something stupid on my head. :D I'd better shout it's morphin time!!! before putting in one. hehehe....

    Meaning, its the short trips that can kill you.

    A friend just told me a few days ago how someone he knew in his home country died from a head injury in a zero km/h motorcycle accident

    You can put a helmet on a dumb-@ss and he's still a dumb-@ss. Maybe the helmet made this driver, with three on a bike, think he was invincible.
