I'm ready to go Cebu US Embassy next week to apply the Citizenship and passport of my son, i try to call them but operator refer to manila number and Manila operator said that i need to apply online only. Does Cebu consular office still process this ducoments? It so hard for me to travel Manila with my son, it is safer in Cebu.
Hope to hear new info regarding on this. thank you.

You can apply for both the consular report of birth abroad (steps to file for US citizenship) and passport at the same time in Cebu, no appt. necessary. The US Embassy Manila website has all the forms you need, pm me if you have any questions. The key is show proof of relationship and that the baby is yours. Your hospital record of birth document is required, as is your proof of marriage and relationship (pictures, transactions together, etc.). We put together nearly a one inch folder of docs and pictures to show proof, otherwise you would have to take a DNA test in Manila. You can request to have both the US citizenship paper and passport delivered by express mail from the embassy to your house. Takes about two months. Once you receive the passport you can apply for a social security card for your child; thus, you can claim as a dependent on your US taxes and the baby has his/her card for life. The social security process takes place in Manila. We went through this last October so let me know if I can help. Don't stress on it, just have all the docs needed. Note: I think I may have posted the process we went through around last Nov.

Note: Unless it has changed, you can only print out the report for birth abroad form and not the passport request form from the internet. The consulate assistant will give you a one page form for you to fill out for the passport request.
To apply for a social security card, you need to wait until you receive back the citizenship doc and passport, then submit an online request at the Manila SSA office at the embassy and they will call you for an appointment in Manila.

PatO is correct on all points. The one point he missed is the hours at the Cebu Consulate are Mon-Fri 9-11 except Philippine or US holidays. As he said, it is walk in service, no appointment necessary.

Yes, Larry and Pat are correct. I text John asking if it's ok to give his cell number, but no answer yet.
