Helmet law amendments now being considered?

    May be apples and oranges but, I just spent about 3 weeks in Vietnam. In Hanoi they have 1,000,000 registered motor bikes. In Saigon theres even more. we traveled the country top to bottom and in all the time we were there i did not see one motor bike belching smoke, same with the cars and busses and even trucks. If they can do it there they could do it here. Unfortunately the "want" tp do it isn't here.

    BTW every one everywhere wears helmets. And no noise pollution.

    Leadership starts from the top, and not the bottom up. When leaders are more concerned about $$ and getting re-elected than doing the job the people elected them to do government becomes a joke.

    Enforcement of rules and laws comes down to ethics and morals. Too many here (and worldwide!) are concerned with the above instead of enforcement and doing their job correctly!

    Unfortunately most do not want it, and that includes the leadership here.

    The problem i see with the helmet law is the gov needs to use its
    buying power to help the people to afford.when a person only makes 4 dollars a day or less they are having a hard enough time just surviving!

    If they would have started all this, say, 15 years ago, no one would have a problem today, there were only a handful of Motorbikes around then and it would have been easy to implement the Helmet law. Now you have all this young kids riding and you will not get them to cooperate, they will not understand why they should, them being invincible and made of steel...

    When can we get a "Turn on your headlight and taillight" law in place? I really don't care if someone elects not to wear a helmet. That is up to them and doesn't effect me. But riding with no lights effects every other motorist on the road. That is what they should concentrate their enforcement on.

    A properly working headlight and tail light doesn't contribute to your safety but on the contrary a helmet does, at least that is how the law makers in Manilla see it and the LTO in this city.
