... and considering the weather at the moment the police functions as role-models, wearing kayaking-helmets, so they are safe when floating against the debris flushed through the streets...

Registration and driver license will protect you.

At one of those many LTO check points in town in the last months, I asked what good would a registration and Driver license be when Sugar Cane truck drove up your A## on the national highway because their were no lights on the bike. LTO would not check on ights, or mirrors only registration and drivers license. The response if I did not stop giving them trouble they would confiscate my bike. So I left....These are the people protecting the public... to bad the public does not have the right to protect themselves from them.

I think the driver's license helps the Police and LTO establish blame and responsibility.... if you have none you have no blame or responsibility....if you have one with a Pinay name you have no blame or responsiblity.... if you have one with a foreign name....YOU are the victim (of the system) and have to pay.

I also see foreigners not wearing helmets, and most of the speeding cars on the national highway from Dauin to Dumaguete (just example)are foreigners. If anyone chooses to not wear a helmet when on a bike or seat-belt when in a vehicle then they only risk themselves or passengers. I worry about the children passengers who rely on the driver for their safety. Furthermore, there should be a pet on a leash law to include farm animals so they don't become road hazards, and a jay walking law for the stubborn people who like walking an the street when there is plenty of room on the side of the road. I personally don't like riding my bike because I'm not treated like a vehicle on the road, I drive as closest to the right as I can so faster moving vehicles can pass but when I turn left with my blinker on and my arm out it's scary as hell because I have to look more to the rear of me so an impatient driver won't try to pass and hit me, and I get beeped at because I go to the left side of my lane to turn left. I've adapted to the driving habits here and that is exactly what all the others have done as well. It may take the new generation to have a better world here but it needs to begin with education.
