To get free building materials, I think you don’t have to be in the Philippines.
Unlike in many Western country’s everything has a value in this country.
If you buy large quantity’s building materials you certainly can bargain on the price with Chinese suppliers, but be very careful about quality.
Steel bar is perhaps the best example.
A steel bar 8 mm can cost double the price from another 8 mm steel bar just because it has double the material.
You have 8 mm, 8 mm standard and a third variety where I forgot the name.
8 mm is oval while 8 mm is round while the third variety is more hard.
So be very careful with what you buy.
For cement also 2 variety, Portland and Pozzolan, Portland is considered a better quality and this is true for certain work (like concrete beams) but for most building work like foundation or placing hollow blocks Pozzolan has the same strenght..
Pozzolan is a few pesos cheaper than Portland.
The best quality hollow blocks you can have if you make them by yourself (let them make) but therefore you need time and place.
Some suppliers can make them also to your standard, for instance 70 blocks for 1 sac cement instead of 120.
One advice I still want to give you, and it is not so expensive, is to place some steel bars in top of the foundation and under the first layer of hollow blocks. This is to absorb any weak place that may occur in the underground or foundation itself.
If you want to bargain on basic building materials (cement, steel bars, hollow blocks) try
    Jay’s marketing or Octagon.
For your roof you may have the best deal by trying your luck in Cebu.
One last advice, try to avoid as much as possible to use wood in the building (especially roof construction)

    Hi,
I have 3yrs experience managing a commercial hollow block factory, and I just want to add some info that might help you calculate how many hollow locks can be made per bag of cement. We used Premium/Portland cement and made CHB 4inch thickness, and makes an average output of 100-105 pcs of CHB per bag of cement. If you ant to have a sturdy and good quality hollow blocks, let your crew have a production output of 75-80pcs per bag of cement, and you wont need to spend more on smooth finishing of your parameter wall. For CHB 6", a production output of 45-50 pcs per bag of cement would be good.

    I hope this helps.

Large scale wholesalers of steelbars are JB Marketing, Octagon Hardware, YY Trading. These stores can give you better deals for bulk orders. They have competitive prices for all construction materials as well. For finishing materials like tiles, toiletries, and fixtures, visit Citi Hardware for more variety to chose from.

The problem with JB trading is that they don't sell cement, so you need again another supplier for that.

Thanks very much jack, I wonder if you could advice me here, as i have had a builder quote me for repair a sea wall, he estimated 50 sack of cement, then 4 truck or sand, i dont know elf size or large truck, in materials, so i estimate that at around 15,000 pesos,
but the guy has quoted 40,000 for the work, including materials,
i thought about 20,000 would be more like it, do these constuction guys really charge double on the job there?

do you know any one who could go take a look at my place in dauin and give me a reasonable quote or a team we can pay day to day and supply the materials ourselves?
    cheers
