They do that in the U.S. too. It is one incentive to install solar.

There is a very high import tax on solar panel's so the power company doesn't loose money.

Per a quick check using Google: The import duty rate for importing Solar panel cells into the Philippines is 0%, but the import VAT rate for Solar panel cells is 12% (if they are imported from China).

That seems rather odd, but also normal for the Philippines, as there is at least one solar powered electricity generating station in the Philippines.

Hopefully it changed, 2 years ago when I wanted to order from the U.S. Customs in Cebu told me the import duty was 120 percent. Most of the time the left hand doesn't know what the right hand is doing. They do assemble them in the Philippines, but I have never seen them available.

They let even more "strange" things into the Philippines every year in balikbayan boxes that are duty free as they are listed as "household goods". It is up to the shipper to classify what is being shipped. If one wants to classify their solar panels as such and get reamed on duty they definitely can, but there are other options.
