Apparently the reefs in the area have been hit and damaged before, so this is not a one time incident. Supposedly the reefs are poorly marked, if at all, and are not accurately placed on navigational charts. Sure ships have sonar and depth finders, but large ships take a long distance to slow down, stop and maneuver. The Philippines will fine them for damage done, but what is done with the fine money? With all of the money they collect from the fines they could likely rebuild the reef. Not as good as it was, but at least give it an effort.

Makes one wonder how they're going to find a mine if they can't even see a reef?

"Secretary del Rosario to invite Ambassador Harry Thomas why their military craft has free access to our areas of responsibility,” he told reporters during a press conference."

I would say the Philippine coast Gaurd knew the ship was transiting through the area. Since the Philippine constitution was molded by the US I would bet that few members of the Senate have a know of military movements. I would say NoyNoy or a high ranking military officer signed off on a movement request from the US Navy. That likely is classified and won't be made available to the public. As far as informing local barangay captains or even a provincial govonor.....that's laughable. Loose lips sink ships (as much as coral reefs do).

Come on if they want they can see you walking in the street and they cannot find out that there is a reef in the aria. ?

It is not a small reef it is a sunken athol just google and you can find out how big is and where it is situated .
I have been diving there on a live aboard and they did not end on the top of Tubataha.

It will for sure not be spent on improving the charts and mark out the reef. That could prevent future fines.

Anyone that has spent time sailing or steaming around reef and tells you the have not touch down is most likely telling pork pies. if they are not marked correct on your chart or plotter they are hard to see maybe at high tide or steaming into the sun even a glassed out sea will make it hard to see, But i do wonder why they were any were near the marine park at all
    cheers

In this day and age, with all the scientific equipment available, sonar, charts etc., etc, there is only ONE question:

Captain - front and centre, explain?....................... at a Court Marshall............................lol.......................

In my opinion, a stupid mistake everybody knows that there is reef and you can see some reef blocks above the water.
There is also a ranger station on a sand bank and in low tide you can play vollybal there , so you must be blind or drunk to hit the reef.
Special a navy vessel must have the equipment to avoid that.
