    Conduciton Permit

What you need is called a Conduction Permit.

A Conduction Permit is a temporary registration valid for 7 days.

Take your purchase papers and proof of insurance to the LTO office, pay 318 pesos and pick your permit up the next day.

    Repeat 7 days later.

I recently purchased a new motorcycle and have to do this for the 1-2 months until my registration comes back to the motorcycle shop.

    Btw, I'm in Cebu.

It could be many things, if you get heavy penalties like driving without abrego, not wearing a helmet both driver and the passenger and no side mirrors then they will impound your bike in most cases they impound a bike if you cant issue an orcr if bike is new or the rego is not renewed.

And if you honk less than 4 seconds the students walking or others blocking the road won't even acknowledge anyone is there let alone move.

There are three (3) groups of checkpoint operatives in which I personally classify:

    a) Municipal enforcers - they can be from local government units----municipal-deputized policemen and most of them are police auxiliaries, they enforce local vehicle/traffic ordinances.

    b) LTO and Police - what we commonly see in down towns, city limits, major city intersections, and major city road exits.

    c) LTO-Province - we dread these guys as even the "littlest" violation can end you up screwed. (wearing sleepers, seatbelts, dirty plates, etc..)

What about the uniforms, at checkpoints I see mostly blue uniforms, some wearing light blue T shirts and in town I see a lot of orange shirts.

Orange is the LTO, blue is the police. Id rather be pulled over by the cops rather than the LTO at any day.

It could be A or B, as C could be seen wearing Wild West inspired boots and hats and they're not from here. hahaha!!!
Uniforms vary from municipality to another but I think you are referring to city enforcers? Yes, they have two sets of uniforms orange and blue (depending on the day of the week) Light Blue? They are Police. We should'nt be confused because LTO controls everything, as checkpoints are commonly enforced by Police force.

But i think the LTO will probably try to cool it down after the controversy where one LTO officer tried to ask for a bribe to an attorney which he didnt realize he fell on the lawyers bait, he accepted the money next minute the NBI's not the police came to arrest him and started all these interrogations why that when they issue tickets you dont get a receipt when you pay. I havent heard anymore updates of that story but i havent seen them much around
