how big is the umbrealla of Mutuall responsiblity? Does that include the LTO and the politicians who create a fantasy of safety by creating laws which are never enforced?
I heard this when I was deployed in the Persian Gulf... a Filipino had an accident in Saudi Arabia. The Saudi police argued that had the guy not come to Saudi, he would have not the accident..
Does it matter? It's a lame excuse to find fault for an accident no matter where it is used and who it is used against. O-|
LOL, even worse when they are driving by light of cellphone! Last year after visiting Pagatban, on the outskirts of Bayawan, we were heading back into town one evening. Asawa's cousin (who was also a friend of the driver) was riding with us. The trike headlight went out. Not much traffic on the road at that time, and luckily we were only a couple of km outside of town. The cousin lit up his cellphone (maybe he actually had a flashlight app on the phone, don't know) and leaned way out in front holding the phone, while I held him around the waste so he didn't fall out. It's more fun (and dangerous) in the Philippines

you forgot Brakes MalmoMan, does the LTO realize that a trike loaded with 12 pasangers would say be 600kg plus the bike and cart at another 400kg so around 1000kgs gross as long as they don't have it loaded with rice, so will the bikes brakes be adequate?? nup, there should be brakes on the trike aswell.
Its the same at sea all over asia wooden boats you carnt pick them up on radar they dont have the brains to put some tin up the mask so you can see them. the rules are the same you hit them you are in the wrong, so you just dont stop if you want to keep your job
I've been on a few of the big ferries here and found myself saying "paddle you stupid little man! PADDLE!" when he just decided to completely ignore the god-knows-how-man-tons ferry chugging along on a collision course with him. Missed him but when the wake threw him all over the place he turned around and flipped the ferry off. Apparently he was not familiar with the law of gross tonnage.
