    The National Bureau of Investigation, Bacolod District Office, attempted but failed to serve the warrant of arrest for rape charges Tuesday, to a British national who allegedly raped a housemaid who is a minor.

    NBI special agent Cyrus Alusan, identified the suspect as Robert Leslie Porley, who is about 50. The warrant of arrest was issued by Regional Trial Court, Branch 51, Judge Anita Guanzon-Chua, who denied him bail.

    Alusan said they were not able to serve the warrant of arrest to Porley because he was not at his house in a village in Bacolod when the NBI went there.

    He said Porley allegedly raped a 17-year-old girl, who used to be their family servant but whose name he withheld, early this year.

    Alusan said the minor said Porley had abused her several times before she was able to escape and ask for help from the Bantay Bata 163 Negros.

    He added that the NBI is maximizing its assets to locate Porley, whom they believe to still be in the Philippines.

    Caryl Diamante, head of the Bantay Bata 163 Negros, said the minor, who is now in their custody, is undergoing rehabilitation.

    Meanwhile the Bacolod City Police Office Women and Children's Complaints Desk rescued a minor, who was an alleged victim of child abuse and human trafficking, from her American boyfriend on Tuesday.

    The WCCD personnel and the family of the 17-year-old from Cebu City went to the hotel where the victim and the American national were staying, WCCD chief, Insp. Jovy Cabcaban said yesterday.

    She said the mother of the victim knew about the affair of her daughter and the American national, but they had no idea that the suspect would take her daughter to Bacolod and will soon bring her to Australia.

    The family received a text message from the victim who asked for help claiming she was being controlled by the suspect, Cabcaban said.

    She said they went to the hotel at about 8 p.m. but it took them around four hours to rescue the minor because the management of the hotel was not cooperating.

    The suspect was not arrested but the family of the minor will file a case against him for violation of Republic Act 7610 or the Special Protection of Children Against Abuse, Exploitation and Discrimination Act; and R.A. 9208 or the Anti-Trafficking in Persons Act of 2003, Cabcaban added.*SGG

    What is the problem with these individuals, and why are they in Philippines destroying the reputation of foreigners,
    and creating problems for many Filipinos and themselves?

    Well, yes that is how it starts, and allegations turns sometimes in to prosecution, but to read it in the newspaper is bad enough for the foreign community...... prosecution or not. I hope justice will prevail.

    You have to take the news here with a grain of salt. They are about as reliable as the barangay gossip queen (I'd say the barangay gossip queen might be a bit more reliable). There is nothing that can be done about bad reporting against foreigners here. If you carefully read the second story the mother knew of the affair, she only chose to do something when the girl moved. Mama mad, daughter plays victim, ain't the first time it happened here.

    Prosecutions here doesn't necessarily mean guilt here eitherm

    No matter how you turn it Wrye, the second case is about a minor and the guy involved probably thought he could get away with it as this is a third world country, right?

    If that is the case he deserves what's coming to him. Another scenario is the helper and mother lied about her age to trap the foreigner. It can and does happen here. Note that the in the second case he was not arrested, suspicious to me as it is, without question, illegal to mess around with a minor. I have had two helpers lie about their ages, one tried to get me in bed. You really have to watch your back here.

    All I'm saying is be careful condemning anyone based off a news story here.

    In both cases the girls are 17 years old. 2 minor innocent girls are now suffering from abuse and more, instead of having fun with family and friends and grow up to be good citizens of the Philippines. Hope they can get the help they need, so they can go on with their lives.
    NBI Go Go Go.......get them and give them what the Law offer!

    It would also not be the first time if false ID was presented, and parents were in on it or even their idea. There is an individual living here in Dumaguete now that got wrapped up with a girl in Bohol. She had false ID, was encouraged by the mother to sleep with him (actually the mother was taking the girl to the internet cafe). After several nights together she got demanding, and when things didn't go her way she spit out that she was only 17. Turns out it was a setup from the get-go by the mother. Pointman was able to obtain a copy of the girl's REAL ID, and negotiated to give the girl/mother a small gift to make it all go away.

    I must agree with Wrye, newspaper reports are often misleading, at best, and sometimes downright wrong.

    How do you know they are innocent? Do you know these girls personally? Some 17 year olds are experienced, conniving, scammers who were taught and encouraged by their parents, older sister, etc.

    Agree with Shadow. Thats what I intended with the like to his post. Hope the Girls are ok .I am sure its never as black and white as sometimes portrayed from the story tellers . I hope true justice will be done..
