So the local radio channel the asawa listens to is alleging the Duke of Dumaguete is the owner of the truck.

I Was there at 12 midday only vehicle I seen was the blue multi cab, it’s a wonder that there is not many more of these sorts of accidents, these d/heads stop anywhere on the national hwy to pick up or put down passengers, when there is available space off the road to stop, but what do they do just stop in the middle of the lane without any warning or brake lights, and Ceres buses are just as bad if not worse, they stop on the hwy opposite each other gives you a lot of room to get passed. Be good to have an armored vehicle to side swipe these idiot drivers.
I just read in the Daily Star that the owner of the yellow truck, is, in fact, Dumaguete City Mayor Manuel Sagarbarria! The driver, Arsenio Tumangob Tolomia, "...was escorted by the police to Dumaguete City for a check since he was observed to be under the influence of intoxicating liquor ". "Police Officer 3, Victorio Bantoto, Dauin police investigator, said they will file charges for reckless imprudence resulting to multiple homicides against Tolomia".
Looks like the mayor will be dishing out some cash. I don't see why it's news the mayor owned the truck though. Not like he was driving, and I highly doubt he encouraged his drivers to get plastered before driving. I am curious if the mayor had a properly licensed and smoke tested truck, properly licensed driver, insurance and other such required things though. If the mayor can't follow the law why should anyone else. Hope he was leading by example........
