Well terrorists always have many plans, but fortunatly most of them are never carried out successfully. Now I am sure, that muslim terrorists would love to target Dumaguete. Just like they would also love to target London or New York again. But the fact of the matter is, that is it difficult for terrorists to operate far from their home base in places, where they have no local support. And thats the reason, that while there have been countless terror attacks in the Philippines - in fact there are still several taking place each and every single year - few if any of these have been in Visayas. This is how Cebu officials are handling it, if you read the article, a female passenger was tracked as passing the text message about the threat and they have chosen to downplay it.
