Doesn't quite answer the question does it?

I think the point of the answer is this:

If you had been to Dumaguete, you would have seen, that there are several buildings, which are more than 2 stories tall. So obviously it must be allowed to build in more than 2 stories, because otherwise all these buildings would be illegal.

Not a particular polite answer, but hopefully you understand it now?

It was not meant to be rude. The question was brief and unqualified so I wondered if you had been to Dumaguete. There at least a hundred more than a few houses over 2 stories and even a cursory glance at Google Maps satellite photo of Dumaguete would reveal this. If you take the time to post a question of people on the forum you could at least say what the purpose of your question is.

My friend just recently finished his 3 floors residential building/apartments in dumaguete center. But, its better to ask the City engineer office regarding building restrictions. Anyways, its dumaguete the rules/ implementations is good for one week only just like the Helmet & smoking law. O-|

Ding ding ding-we have a winner

    - Which is one reason to post in search of anyone's very recent experience. " Have you been to Dgte" could be a response to probably half the questions here couldn't it?

I don't recall seeing any single family residences over 2 stories-even if there were there's no telling if it's currently allowed by the average resident. GE isn't going show sf residences in detail unless they've added Street View for little Dgte which I don't think they have.

So it'd still be the same problem then-what's the current law?

The purpose of the question was clear enough to illicit a direct answer. I'm not the one overcomplicating a simple question. I'd already said I'd been told it wasn't allowed.

There are sure quite a few around if they are "not allowed".

Why don´t you ask your question directly to the municipality of Dumaguete? In that way you are sure to get the correct and updated answer. Building restrictions might also be different for different areas of a city. So perhaps you need to inform the munipality, where exactly you are planning to build a new residence.
