There was a motorcycle collision somewhere in Dumaguete area within the last few days, are the injured all ok? I am told there was at least one foreign national involved? I am also told that the other party appeared to be under the influence of something?
Hhhmmm - which portion of which day ? It happens a couple of times a day, every day. If the other party (local ?) appeared to be under the influence of something, it's unlikely that he/she was tested, as testing is minimal and arbitrary. If however, the foreigner appeared to be under the influence of something, he would probably be tested, cautioned, warned of dire consequences, threatened with imprisonment and deportation, and encouraged to settle the matter financially. There would also be a queue of people claiming compensation for mega injuries that they don't have, which prevent them from doing the job that they havn't got.
