So the Chief of police in Cebu wrote the letter, the the Chief of police of Bacong gave this order from Cebu? Nobody in Cebu is getting these, only Bacong and Valencia as far as I can tell.

I went straight to see the local plod and they didn't really know either, they just said it is a count of all foreigners in the country. I have my doubts.
Also I don't think the barangay has any idea what so ever who is here, they did ask me if I knew any other foreigners here,I just said it none of my business. Our barangay captain is never seen here as he has a job in the city, how he ever got the job I don't know. And they pretty useless when you need something.

Any more info on this? A barangay official stopped by the house today asking for the paper I have yet to fill out.

WTF? That's not something I could be bothered with. If they handed me one of those things I would give the paper to one of the neighborhood kids along with some crayons then hand back the resulting artwork. Or just tell them I'm a tourist, leaving the country shortly and leave me alone. I'm skeptical that these barangay captains have any power to do more than wipe their @ss with authority.

    Faced this too, in Bacong.
3 ladies came asking to fill in some form, "No data, sir, only your name and surname"- haha! Wrote "Vladimir Putin+1" and let them go, they were very satisfied having the job done.
Been also told "this was for my own safety".WAT? You're gotta be kidding me.

So, went to the Valencia PD this a.m. and inquired about the form. After a few minutes they found a folder and it had many of the forms in it from others. I asked the purpose of it and they were not sure but showed mw a letter from the Cebu head asking for this to be done and the forms sent to Cebu. That is the extent of the knowledge base so they said just put name and address, so I did. They are happy and I am done with that small concern. BTW, they said they had many foreigners come in and ask before leaving the form. Something new, someone questioning something I guess.

Interesting to note that this is allegedly "Cebu" that is requesting this, but nobody in or near Cebu is reporting getting these. As near as I can tell, it is only Valencia and Bacong getting them.

We live in Bacong but we haven't seen / heard anything about this registration - no-one has come around with a blank paper to be completed so far. I doubt very much whether I will comply and will ask information from the Embassy first. If they are aware and condone it it becomes a different issue. Otherwise: forget it!

I doubt the embassy has anything to say. A sovereign nation do whatever they please, and embassies have very little to say.
As they say it's a requirement from Cebu, I would simply ask for contact info to the one in charge there, and start digging my way up. If I feel like it, or simply just ignore it
