Accountability is a big problem here in many ways. Hope it is resolved in the proper manner but have my doubts.
The proper manner to resolve the issue is the foreigner pays for his own medical bills.......no matter who is at fault. If his skull scuffed up the concrete he should pay to patch that up as well. who allowed to photo to be taken of the guy? I would be furious if my picture was posted on Facebook in that condition.
