Best tape to wrap/fix leaking roadway water lines?

Since Water District isn't in a hurry to repair the small but-creating a pool in the road leaking water line, I thought I'd ask what's the wrapping tape these 3/4 inch or water lines running down the side street are repaired with ?

Not much sense getting the car washed if it's going to get muddied up right away, and the neighbors are never motivated to have a dry road..

 

It's called sliced up inner tubes, has nearly as many uses as duct tape but lots cheaper.
