It sure looks like a lot has changed over the last 10-15 years. my friend Peter, back in 2005 went to Peter Bueno's office and brought up the problem we now face again, he was a charming but insistent man and he got the deal fast, as I wrote, the team from the BI came here and stayed I think 3 days, the data they wanted is the same as they want now (just assuming), I can not remember how many were processed, at the same time some travel agency tried something similar that did not work out (if I remember right).
Has anybody brought this up yet with the new Chief in Dumaguete?

I remember the occasion, if memory serves me correctly there were 23 or some such processed, they all met at Rudy's place in Balugo. I can't think of anyone with the tenacity of ol' Peter to get it to happen again though. Talk about giving a bone to a bulldog...

Well if you're overstaying meaning not renewing your tourist visa, then you're not going to be reporting to BI anyway.

A guy on the Cebu forum did the whole thing in a couple hours at Mandaue Immigration

Buses to Cebu were something like p270 one way incl the barge last time I took one, and they even leave before dawn - if you want to be first in line in Mandaue

I don't if I'll bother to initiate the paperwork in Dgte...only to maybe have Cebu tell me I have to see a notary there and redo the paperwork etc?

Better for me to do it all there

Sad to see you writing that, I was hoping that you might be as tenacious as he was, let's hope that maybe somebody can make it happen again...
I don't see a big problem for myself, I enjoy riding motor bike to Cebu, but even I would like to save some time and money...

Been looking at the BI F/b page it’s a mess, I don’t think anyone with authority would deal with the comments on the F/B page anyway, I think we would be better off getting a petition organized with all the relevant issues listed eg. The costs involved getting to Cebu, inconvenience, and how much the foreigner spends in their country every year, and the way we are being treated in this country, and the way we treat the Philipino in our countries, this being laid out nicely and easy to read, once full deliver it in person to the commissioner.
The petition could also be conducted in areas where there is a high population of foreigners not just here in Dumaguete.
If we have thousands of signatures on a petition they will have to address it, if it is three or four that complain they will just brush it under the carpet.
A copy of the petition would also be forwarded to our embassies

Town Hall Meeting with U.S. Ambassador Philip S. Goldberg
    Sunday, January 12, 2014
    11:00 AM - 12:00 PM
The U.S. Embassy is pleased to announce that Ambassador Philip S. Goldberg will be hosting a
town hall meeting for U.S. citizens in Baguio. This town hall meeting is Ambassador
Goldberg's introduction to the American community in Baguio and northern Luzon. The
Ambassador will discuss his vision for U.S./Philippine relations during his tenure as
Ambassador. He will also take questions from the audience.

No idea when he'll come here to ask our opinion but if you have friends in Baguio please ask then to bring up this issue.

No sweat for them, they get to report at home.

I have a hunch that, although the intend is great, the issue will not be picked up by the American Ambassador as a discussion item with Philippine authorities. I have just received a response from my Embassy and they didn't disappoint me: The answer was an unequivocal: 'Sorry, but this is an internal matter in a souvereign country and we cannot get involved in that'. I obviously wish everyone that wants to pursue this avenue the best of luck, but I'm already planning our trip to Cebu (although I hate the place witha passion).
