This can't happen any too soon. Recognizing the perils of allowing stray dogs to roam the city streets, Mayor Chiquiting Sagarbarria renews his vow to earnestly impose measures that will clear the streets of unwanted canines. Stray dogs have been blamed for some traffic accidents causing deaths and serious injuries. They are also mainly responsible for the spread of rabies often fatal particularly among children. To illustrate Sagarbarria’s determination, he has ordered for the construction of an impounding center for stray dogs in front of the city septage facility in Barangay Camanjac early last year. As soon as the center will be completed, a city-wide clearing operation will be conducted in all the 30 barangays. Together with the clearing operation would be an information drive for dog owners on how to properly care and provide vaccination for these domestic pets. Based on available data, the barangays with the most number of dogs are: Banilad, Junob, Bagacay, Daro and Piapi. Mayor Sagarbarria said that sick stray dogs and those left unclaimed by their owners will be “put to sleep” inside the impounding center to be disposed accordingly. He said that while there is a national law on this subject a local ordinance would be in order and implemented soon. (By Dems Demecillo)
It's a first step. Unfortunately, unless there is some sort of spaying/neutering help (it is too expensive here for most folks), it will be an ongoing problem. Leash laws and laws enforced to keep dogs confined are a must, also.

I agree...I will believe it when I see it but I am really hoping its true.Being a life-long dog lover I find it more than a little disturbing to see daily the starving dogs,often injured, not to mention the many with horrible skin diseases...almost hairless with scabies and such.Spaying and neutering is a dream here unfortunately..but any attempt to rid Duma of the hundreds of suffering dogs destined to either starve or become speed-bumps must be welcomed by many.
We walk in the predawn hours, you'll find a avid regulars and welcome initiates at the Boulevard and Capitol grounds. Dogs here are kicked out to sh*t in the street same time as the garbage. We've seen the poor things clawing and screaming at the master's gate only because it started to rain. In hours the trash is strewn from wall-to-wall. The dogs form packs and take possession of the street, we've had to fend off attacks several times. Then, 'facilitating' in the darkened streets is also forbidden, I blame the hypertension drugs. Last I read the Rabies vaccine donated by Bill Gates has just run out, good luck. We often hear thrown-away kittens and pups plaintive cries from gutters and empty lots, they quiet and still after a couple of days.
I stumble around drunk in the predawn hours. Dogs are a big problem. People tell me about dangerous areas to avoid at night and indeed, people seem to be getting shot lately. It's the dogs I have a problem with. I don't know the definition of "attacked" in your case. Usually these dogs bark and then approach me while I have my back turned. I have to then turn quickly to face them and they back off. Rinse, repeat until I'm far enough away that they are satisfied I won't be stealing their bitches. Sometimes one of them approaches quick enough that it's nearly right on me when I turn. This is troubling, but I don't consider it being attacked. The way people treat their dogs here, I don't think the dog catchers would even need to bother with catching. They might as well go straight to putting the dogs out of their misery and burying them. I imagine a bag and tag (and bury) strategy would be easier than chasing these things all around town.
in the old days farmers would put a cat or dog in a old gumboot and cut off the appropriate parts, job all done, same way they still do calves now no anesthetic, but for the female it is not so easy, but cut one male and that's one litter of pups that won’t hit the streets
When I lived in Bacolod many times I would hear dogs crying for days, one particular day I tracked down the cry, it was a large pup earthier abandoned by the mum or hit by a padicab, it had a hole in its side with ants attacking it, it was only meters from about 3 houses, I asked who owned the dog they just shrugged the shoulders, I said why doesn’t anyone do something about the poor thing? it has been crying for days, just got the stupid Philippine blank stare, so I found a large piece of wood and gave it one mighty hit on the head, sent him to doggy heaven in half a second, the people were so shocked, and I turned and faced them that’s how you do it, not leave it an agony until it dies by itself, and said you cruel mother fkers and walked away.
