    Looks to me like a local made it all possible. Luckily for him a foreigner was involved so he can pass the blame.

    wow... looks like a there is lots of money to be made or scammed if you knew a foreign language. I wish I knew one.

    I know a broke American that has been teaching Koreans englich here for several years. license or not I don't know, but since there are so many un-licenced business here, I don't see a problem helping someone learning a skill that is needed. Just my 2 centavos...

    I know of a Brit's Filipina wife who recently started teaching Bisaya, wonder if she's has all the paperwork/permits she should have?

    don't see any foreign national mentioned in the article. There are at least a handful Filipinos in Dumaguete teaching Korean.
    However, there is a difference between helping somebody and charging fees to teach skills. That's where BIR, TESDA and a few others comes in.

    locals can work as freelancer which avoids some hassle with registering business names etc. They need to make sore that they can work without any further qualification. Freelance teacher and property dealer for example have other requirements and need permits. Encoder or writer doing online stuff can in most instances just start working after registering.     So did the students learn a real lesson as in how to speak and write in korean or whatever language the paid to learn? Thats what counts,or is it the bonfied certification they want for their money?? Thats the problem in the world,go to school for a degree or certificate and not so much the lesson...Too many people with paper certificates and diplomas but no real learning functioning in them....Its amazeing the list of great inventors,artist,and all around achievers who either dropped out of school,got turned down from real opportunities and made time to lead the world in inventions art and commerce....Legendary writers failed out of englush courses only to have their works become standard fare in university courses...Computer and other high tech industrialist college drop outs that have their works so advanced and trade secret,the details cant be taught in university no matter how much you pay or which unversity you go to....

    I hope those students learned what they payed for at least
