Saturday, July 27, 2013 CAGAYAN DE ORO CITY (4th Update, 6:51 a.m. Saturday) -- Six people, including a provincial board member, were killed, while 28 others were wounded when a suspected improvised explosive device went off in a popular restaurant strip in this city Friday night. City police chief Graciano Mijares said six were confirmed dead in a blast that occurred at Kyla's Bistro, one of the stores in the restaurant strip at Rosario Arcade in Limketkai Mall, around 11:30 p.m. Friday. One of the fatalities was identified as Misamis Oriental Provincial Board Member Roldan Lagbas. His remains was brought to a memorial parlor in the city. The 44-year-old Lagbas is serving his first term as a member of the Provincial Board. His brother, Benedict, is also a board member of Misamis Oriental. Both were elected in the May 2013 elections. Junjun, Lagbas' another brother, is the mayor of Kinoguitan town in Misamis Oriental. Their late father Danilo Lagbas was vice governor of the province. Identities of the other five fatalities, including those injured, are yet to be known. As of 3:41 a.m. Saturday, three dead bodies are still sprawling on the explosion site while investigators from the police, National Bureau of Investigation (NBI), Scene of the Crime Operative (Soco) are clearing the area. City Vice Mayor Ian Acenas described the explosion as the worst he ever saw. "Heads holed and brains splattered. The sight is so horrible," Acenas said. He said some of the injured victims are doctors who are attending a conference in the city. "It is sad that some of the victims are doctors who are attending a national conference held in the city. This is a big blow to the relative peace in the city. I am condemning this to the highest form," Acenas said in a radio interview. Acenas urged the residents to avoid gathering in crowded areas until things are cleared. "Don't be complacent, the threat is still ongoing." Edwin Santaan, a taxi driver, who was queuing to wait for passengers, said he was startled when a loud explosion rocked Kyla's Bistro. "Upon hearing the explosion, I rushed inside the taxi and moved away farther to observe what happened. The restaurant strip was full of people. I was even worried (before the incident) I won't earn much because most of those who were at the restaurant strip had their own vehicles," Santaan said. Unfortunately, Kyla's Bistro where the explosion occurred doesn't have closed-circuit television (CCTV) cameras, which may have captured what had happened in the vicinity before the incident. Police are still conducting investigation on the motive as well as the type of materials used in the explosion. "I condole with the families of the victims who died. There is an ongoing probe and all angles are looked into," Mijares said. The city police office raised the security alert of the city this week due to the bomb threats at the city hall and the threats that City Mayor Oscar Moreno has been receiving since last week. The fact is, it can happen almost anywhere that people enjoy a fair amount of personal freedom. If one want to be safe from attacks like this, then I suggest North Korea!
Question is are we safer now with all the security measures here and abroad than we were 50 years ago when people tended to look after each other and did not rely on the government for all the answers? It seems that law abiding citizens are the only ones affected and inconvenienced by the laws as the lawless ones always are a few steps ahead of the laws and don't play by the rules anyway.
Yesterday 5 August 2013 at 10am, a False bomb threat(prank caller) happened at NORECO 2 building(here in Dumaguete city). Police responded promptly and applied standard procedure. It was the quickest respond of the police(they're usually late). If possible stay away from crowded places. Good thing i hate the city and like the mountainside!
Standard procedure haha,there were lots of people standing around in the road outside the building,if there had been a bomb they all would have died. I think there would have been a lot of happy people if one had go e off and destroyed the building
