The Sangguniang Panlungsod of Dumaguete City approved an ordinance requiring all vehicles to stop before pedestrian lanes, and providing penalties for violations. The SP voted nine in favor with one abstention and one against, to approve the ordinance authored by Councilor Lilani Ramon, that also requires pedestrians to cross only on the signal of the traffic enforcer manning the street. The approval was delayed by questions on legality, and the possible duplication of a national law of similar concern. Ramon said it is high time specific provisions are made of an existing national law, to suit the traffic situation in the locality. Under the Land Transportation and Traffic Code, or Republic Act No. 4136, the LTO and its deputies are mandated to enforce traffic laws, but in the ordinance, it is the Dumaguete police and the Traffic Management Office that will be tasked to implement it, and the barangay tanods will be deputized to help. In the Pedestrian Lane ordinance, offenders will be fined P500 for the first offense and P800 for the second and subsequent offenses. Another ordinance proposed by Ramon, that aims to add ressreckless driving and over-speeding within the city limit, is pending deliberations for second reading at the SP. The enforced speed limit will cover all school zones, churches, pedestrian lanes, hospitals, and department stores, and in passing by Rizal Boulevard, parks and public market. A fleet of highway patrol cars would be nice with police that are not afraid to upset any locals by giving them a ticket.
Actually the lawlessness is rather attractive and one of the reasons I am here. The US has just gone wild with laws that make no sense, enforced by government agencies that have nothing to do except make more laws. This is still kind of the Wild Wild West, er, East. Love it or leave it, you can't change it for the better, most changes that you enact you are not going to like when you see how they are enforced (or not). I certainly do not miss that fleet of patrol cars on every highway, waiting to give you a $100 fine for not wearing a seatbelt or driving with your arm out the window. Larry
I felt the same way, Shadow. I've lived here for almost two years. During that time I made a 28 day trip to the USA, and when I flew back into Cebu, I felt a heightened sense of freedom.

Well, at least I will have some leverage now when I jam my steel steel case in their front light and crush it now, with a long scratch along the car side to follow. When they claim it's my fault, I can always counter with a "but you were not supposed to be there, so it's your fault!" :D
