CARMEN, Bohol – The provincial government of Bohol may be smarter than the municipal government here when the former did not act immediately on the latter’s proposal to increase the entrance fee of the Chocolate Hills compalex. The fact remains that the Choco Hills complex situated in barangay Buenos Aires is still owned by the provincial government but operated by this town on a 70-30 share of the net income under the agreement that has been expired.
