Why would a cell phone tower need a public hearing to decide if it is "socially accepted". How is a cell phone tower socially unacceptable? Would a tower lower the value of nearby properties? (Sh*t, I'd pay extra to live closer to a tower if it had an LTE antenna installed. :D)
