I recently read the following article: The Philippines Customs Declaration is given to you on all arriving flights. Fill it in before arriving. In the aircraft you have a little table and enough time. Once you are on ground, you will find no seat and have to queue up at immigration and then wait for your luggage at the carousel. Customs charge 3 to 50% import duty depending of the imported article. Electronics, such as LCD TV sets or computers are charged 15% of the value. Be careful, electronics are more expensive in the Philippines than in other countries. Customs applies local value and not the price you paid for your goods. But this isn't all! After having paid the import duty, you will be asked to pay 12% Value Added Tax (VAT). Overall you will pay 28.8% of taxes and duty. My question is, will the apply to me as a tourist? There is no tax or duty on items for "personal" or family use, within reason. What items, specifically, are you concerned about?
Yes, all of your expensive items need to go in your carry on bag. Most airlines also allow for an extra laptop bag and don't count it as luggage.
