    Duterte said he is open to amend the Constitution and give foreign investors more leeway in terms of business ownership in the country.

    "I can be comfortable with 30-70 (percent in favor of the foreign investor). I can maybe convince the country if we decide to change the Constitution," the Davao City Mayor said during the Wallace Business Forum in Makati City on Wednesday night.

    Sounds nice but he doesn't have the power to do that as President. Both GMA and Aquino promised to change the constitution so foreigners could own property but it is the Congress and Senate who pass the laws and they have no intention of doing that as they have proven time and again. The President can only sign into law or veto that law that has passed both houses already.
