    I don't mind the Senior Citizen line in facilities, that is a nice touch and I avail of it whenever it is offered. But as far as the discount is concerned I would like to see it means tested as it was in the past, there are those deserving of the discount and really need it, I along with others Filipinos and Foreigners, can afford full price.

    About time too, have paid income tax, with-holding tax, land taxes, VAT etc etc(also on or before they were actually due), for the last 30 years here, time to get a bit back.

    You just beat me to it. I just found this out this morning. I am due to have a rather expensive surgical procedure and did a search, which eventially threw this up. Seems no-one knows about it though. Last year at St Lukes they gave a senior's discount but at a different rate to those holding the Filipino card. Also, when I asked for discount at the Philippine Heart Center, the cashier refused.
    Some say its wrong to take the benefits as a foreigner, but if you read the reasons given in the introduction to the Act, you may think differently.

    What the OP posted is a bill (or a proposal for a law, if you will). The introduction even says "In view of the foregoing (reasons why the law would be beneficial, according to its sponsor), immediate passage of this bill is earnestly sought."

    Unfortunately, that didn't happen. And it's dated May of 2011, not 2018 as OP stated.

    The remarkably thorough Philippines govt. website, confirms the 2011 timeline, shows it stalled early in the process, and links to the exact same PDF copy of the bill that the OP did.

    "Filed on May 18, 2011 by Pangilinan, Francis N." - matches date on the OP's PDF link
    "Legislative status Pending in the Committee (5/23/2011)" - seems to have died here

    Correct, although in this case it would also be an amendment to an existing act. I can't find any evidence that amendment became law, or mention of it in the act it would have amended.

    Senior citizens (aka Filipinos) 60 years old making less than 60k/year. The goal is to keep them out of poverty. If you are living in poverty as a foreigner you shouldn't be moving overseas and become a burden to someone else's government and economy.
