It's been a number of years, but don't remember any hotels outside the base; always stayed in Tumon Bay when not staying on base. There is also a Navy base that seemed to have a bit more outside the gate.

 

As long as your blue card is marked BX, etc I used to go there on hops out of Clark! We still have space A travel here!! Used to use it all the time!
