THIS MAY INTEREST YOU . I HAVE HERD THE RUMOR THAT A HOSPITAL CAN NOT KEEP YOU FROM LEAVING UNTIL YOU PAY YOUR BILL, WELL I LOOKED IT UP ON THE WEB UNDER, PATIENTS BILL OF RIGHTS IN THE PHILIPPINES. IT STATES THAT THEY CAN NOT MAKE YOU PAY A DEPOSIT OR DENI TREATMENT UNDER EMERGENCY ROOM TREATMENT BEFORE THEY TREAT YOU. ALSO THEY CAN NOT STOP YOU FROM LEAVING THE HOSPITAL IF YOU CAN NOT PAY THE BILL YOU JUST HAVE TO MAKE ARRANGEMENTS TO MAKE PAYMENTS, I HERD THEY TOOK ONE GUYS PASSPORT BECAUSE HE COULD NOT PAY. I BELIEVE THAT IS ALSO ILLEGAL. IF THEY WONT LET YOU LEAVE, CALL THE POLICE AND TELL THEM YOU ARE BEING HELD AGAINST YOUR WILL, THAT'S KIDNAPPING. FROM NOW ON I WILL CARY A COPY OF THE LAW WHENEVER I HAVE TO GO TO THE HOSPITAL. IF YOU CANT PAY IT ALSO STATES THAT THE HOSPITAL OR DOCTOR CAN DEDUCT IT FROM HIS TAXES FOR THAT YEAR. READ IT FOR YOURSELF. READ RIGHTS TO APPROPRIATE MEDICAL CARE PAGE 4 OR 5 ALSO READ RIGHT TO LEAVE THE HOSPITAL PAGE 10 AND 11 THE PAGES MIGHT BE DIFFERENT DEPENDING WEB PAGE THE BILL IS ON WHEN YOU LOOK IT UP. GOOD LUCK
Very interesting, and I would offer the same good luck sentiments to you if you tried your " Law " on them, particularly if you were bleeding to death at the time.........lol :D A friend of mine ended up in Silliman after a MC accident, in great pain, and they would not treat the guy until he paid.......FACT. He was in great pain and agony for about 30 minutes, which took that long to pay the cashier and get a receipt.
I've heard of police showing up at the hospital to make sure that a person pays. Like any law in the Philippines, what it says is one thing, how it is enforced is another.
Just to add: not all hospitals in the Philippines work like those in Dumaguete. When I had my motorcycle accident in Kalibo (I hit a girl running across the road without looking) I went to the public hospital there. They treated me and the girl without asking for a single peso. They gave me a look over, scrubbed the sh*t out of my road rash (ouch!), provided bandages and a shot. The girl was looked over by the doctor and prescribed some Tylenol for a scratch on her head (15 pesos worth....that I did pay for). I asked how much the bill was and they just smiled and said "no charge sir". I later had an x-ray because that sh*t really hurt and I wanted to be sure I didn't break anything, which I didn't....but I did break the cartilage in my ribs and some in my shoulder. They asked me for the operating costs for running the x-ray and that was it. I think that was around 1k pesos. They wanted me to hang around for a "specialist" to look at my x-rays....after an hour of waiting I just looked at the x-rays myself and compared to some google search results to make sure everything was in it's place and then went on my way. Now the girl's family eventually wanted to get paid and continually asked for more and more medical treatment that wasn't needed and the police kept shrugging their shoulders and telling me I should give the family what they wanted (which I didn't....had them sign an agreement at a lawyers office that they wouldn't pursue any further legal actions against me and paid them off) but that had nothing to do with the hospital.
Excellent, so there are better places to live than Duma, contrary to the propaganda about, and, where on earth did the name "City of Gentle People" come from, it is such a laugh.
Ah! what it is Roger, they have learned it is no point moaning, so they just go along with it all so they just appear to be Gentle, Deep down I guess they are Angry but then, that wouldn't work either. So............
I never said the hospital was better than any in Dumaguete, only that it was mostly free. There was a private hospital there that I didn't visit so I can't speak on their payment "policy". Kalibo as a whole is a cess pool, traffic is ridiculous, vehicles spit out more pollution and drivers are significantly more ignorant than Dumaguete (yeah, use your imagination). In my experience "The City of Gentle People" title would be much better served to Iloilo. If I ever move out of Dumaguete that will be my first choice.
Regarding Silliman's, I understand that it was an American establishment and run by Americans until after the 2nd WW, and correct me if I am mistaken, as I rarely am, ha ha ha ha, :D but in the USA, health care is not afforded to anyone, unless they have health insurance or pay in advance ? Perhaps the Philippines have just carried on with what they were taught, and do not know anything different ?
SORRY TO SAY YOU ARE WRONG! ANYONE CAN GET TREATMENT IN THE USA WITH NO MONEY, EVERY STATE HAS COMMUNITY HEALTH THAT IS SUPPORTED BY THE STATE IN WHICH YOU LIVE, AND IS PARTLY FUNDED BY THE FED. GOVERNMENT. OBAMA LIED WHEN HE SAID 30 MILLION ARE WITHOUT HEALTH INSURANCE. I KNOW THIS FROM PERSONAL EXPERIENCE. IF YOU SHOW UP IN AN EMERGENCY ROOM THEY TAKE CARE OF YOU NO MATTER WHAT YOUR ECONOMIC SITUATION IS. JUST ASK ANY OF THE 30MILLION ILLEGAL IMMIGRANTS IN THE U S.
