Lawsuits are expensive and take a long time to resolve. Liability is complex in civil court and is something that would need to be determined by a judge. The family probably needs immediate assistance and it is something that local politicians do here.
I'd have thought NORECO would have compensated the family, not going to bring the child back, but ease the pain and help with the funeral cost.
