    I am looking for a lawyer that can help with filing civil and criminal charges against a foreigner for violating RA 9262, RA 7610, Article 280 of the RPC and for the overstaying of a tourist visa for 2+ years. Any recommendations?

    Why not just Report him to the BI and let them do the rest as they did with the Australian recently.
    Take a Trip to see Peter Bueno at BI (Who is a BI Lawyer) or write to him.

    Does that help with having him charged with the criminal offenses? The criminal charges are the priority, not his immigration status.

    Well it was immigration violations that led to the arrest of the Australian so I just though t BI would get involved However, I have PM'd you on this
