I'm looking for a shop or independent tech that can diagnose and repair a fault in a simple electric gadget. The shop that made them in Manila ten years ago is no longer around.

It's essentially a full wave rectifier that reduces 240 vac t0 5 vdc with a simple current limiter and a flip flop that periodically reverses the polarity of the output terminals.

The flip flop no longer flips and flops. I've checked all the components that I can check with just a digital volt meter which leaves either one of the transistors or the IC-555 chip used as a timer at fault. I don't have gear to de-solder or test these and I haven't done this kind of stuff for about 50 years so I probably wouldn't try anyway.

I'd appreciate a referral to someone who could deal with this.
