LTO-7 starts apprehension of vehicles with no plates

    The Land Transportation Office in Region 7 has started apprehending motor vehicles without plate numbers, and LTO director Arnel Tancinco said any unit sporting unauthorized accessories over and around the plate numbers will also be intercepted.
    Tancinco’s directive is in line with the implementation of the Joint Administrative Order number 2014-01, or the revised schedule of fines and penalties for violations of laws, rules and regulations governing land transportation.
    Section D of the JAO stated that motor vehicles operating without or with defective/improper/unauthorized accessories, devices, equipment and parts shall be fined P5,000. The motor vehicle shall also be impounded until the accessory, device, equipment or part is properly installed, corrected or removed, and the fines paid.
    The improper or unauthorized accessory, device, equipment or part shall be confiscated in favor of the government, the JAO added.
    Tancinco said this is one way to force the owner of the vehicle or the dealer of the vehicles to claim their registered plate numbers with them. He said there are more than 4,000 plate numbers that are ready for release.
    Tancinco said vehicle owners do not claim the plate numbers because they want the dealers to pay for them.
    Payment ranges from P200 to P600 depending on the type of vehicles.
    Meanwhile, the Department of Transportation and Communication, through the LTO, temporarily suspended deputizing traffic cops and traffic personnel following the issuance of the JAO on June 17.
    LTO and the Land Transportation Franchising and Regulatory Board enforcement teams were the only authorized enforcers to apprehend traffic and land transportation violations.

    Time will tell!

    Whilst a lot of this is good news all round, we have to sit and wonder, How long it will last, like all other laws, Regulations we get here, they last about as long, as a piece of Burning String

    What is the rules about impounding. If I get pulled over on my Harley, and they say they will impound it. Could I be punished if I arm it and tell them to get a truck, as I will no way in hell let them drive it?

    After spending some time in Cebu now and then have come to the conclusion that for some unknown reason they are reluctant to enforce laws on this island, Cebu is a different matter as they seem to enforce a lot more! Bohol and siquijor even manage to enforce things more than negros!
    My wife is from Liloan and whilst there last time she witnessed a private multicab being chased by litcom as some kid threw some garbage out, they were stopped and the drivers licence was taken until the fine was paid.
    I was nearly towed from immigration last time I was there as I had parked the wrong way, they even brought the tow truck there, luckily I spotted them from the upstairs window and sorted it out.
    You also dont see many riders in Cebu without helmets on especially around the city areas and the motor cycles are not so crazy as they are here.

    Agree with that thought process 100% , If they insisted on it being impounded for any reason , I doubt that they would have a truck or vehicle suitable to transport it , and you could only imagine the debarcle occurring while they attempted to manually load it onto something anyway , I personally would insist on delivering it to said designation myself with an escort , and then arming it on arrival there as well . I have got a 1950 Panhead , if it was there , you would have more chance of stopping the tide from coming in , than me allowing any lto or pnp officer to ride it anywhere .

    Uhhhhhhhhh, Larry.....would this apply to all the vehicles that have not yet been able to obtain the latest issued registration sticker for 2014? Sure, I have the "OR"...but .......common sense does get lost here at times....LOL!
