"The hotel employee, however, said they are only interested with the payment and is not filing a case against the suspect."

So no charges will be filed as long as he can come up with around 1k pesos for the hotel stay.

I thought the alleged bad guy's first response would be, with the new president now, "that shabu sh*t ain't mine".

I've never heard of a card owner filing charges, they just go to the card issuing company and ask to get the charges reversed. Now the card issuing company may want to file charges, or they may write it off to small time stuff and not worth the cost of following it up. Just MHO

Its far to expensive here to file criminal charges against someone and even worse if its civil. Then even if you win a civil verdict after the usual long drawn out nonsense involved its hard to collect.

Look at it this way. If your a foreigner or a business owner (business owner can't claim to be poor for free attorney aid same as foreigners) and someone purposefully damages your property and you have witness's and even video you need to hire a lawyer to draw up charges and file criminal charges. Now those lawyer fee's your not going to get reimbursed and if you think you can do it yourself more then likely your case will just be thrown out. If its a civil case though it will require a LOT more in lawyer fee's as well and a lot more nonsense. All of that for what is probably 1/10th of what it will cost you in the end and IF you win and IF they pay your still likely out of all the losses in lawyer fee's and such.

The justice system here is anything but. Its not like western countries where if someone commits a crime you go to the police and make a report who then investigate and turn it over to the public prosecutors office who takes it from there. Here you get your own lawyer who argues your own case against the said criminal who committed a crime against you. It means very few here can afford *justice*.

It usually isn't the card holder that presses charges. They get their money back and the bank or the merchant that usually follows through with the charges. Don't recall from the article if this foreigner was actually in the Philippines or if his bank was a local one. It sounds like there wasn't much "hacking" going on here, just a person who had a weak password that was easily guessed.
