    Land Transportation Office (LTO) Dumaguete chief Roland Ramos stressed he had to clear the highway from tricycles plying the Dumaguete-Sibulan route and the Dumaguete-Bacong route starting on Monday, November 12, 2012.

    Ramos issued the statement as the dry-run for the use of the terminal inside Robinsons will also commence for public utility vehicles, multicabs and Garage to Terminal (GT) vans-for-hire in Dumaguete.

    Ramos said, as the guardian of the highway, the LTO’s mandate is road safety and order and that he has orders to implement provisions of the law whoever gets hurt.
    This means that out-of-line operations will be dealt with accordingly. Ramos, however, said this excludes the highways that traverse the city of Dumaguete.

    Earlier, transport groups had a meeting with the Traffic Management Council (TMC) presided by Lily Raymundo to discuss the month-long using the P25-million terminal inside Robinsons, both for north and south-bound routes.

    According to Ed Du, TMC member and president of the Negros Oriental Chamber of Commerce and Industry (NOCCI), PUV’s, PUJ’s and multicabs were given designated routes to traverse inside the city in order to decongest traffic.

    He stressed the issue against tricycles had been there even before the terminal was established.

    Du said the petition was unconditional, nothing was said about pedicabs, and using the unresolved issue of pedicabs plying the routes of the multicabs can be described as a deception, while the terminal was already constructed to the tune of P25 million and to be used free-of-charge with only P10 as terminal fee for maintenance.

    LTO chief Ramos made it clear that since a legal terminal is already established, all illegal terminals inside the city can be removed. The terminal at Robinsons is sanctioned by the city and the Land Transportation Franchising and Regulatory Board (LTFRB).jg



    This could be a step in the right direction. However, they need to take a look at some of the ezrides plying the Sibulan/Duma route, some are an accident looking for a place to happen with no brakes, front suspension falling out, etc. Combined with loading 15 people on a multicab plus luggage, these things are far more dangerous than the pedicabs.

    I'm to sure that's the best solution. The highway ban will create a traffic jam where any street meets the highway. All the tricycles will be waiting there to take passengers to their destinations.

    In order to address that they just need to make specific places for jeepney stops, rather than just stopping in the middle of the road wherever they want. The tricycles should be waiting there. (and no, not at the entrance to the old bridge)

    Another thing they should do right away is refuse to renew permits for two strokes.

    At least they have taken a first step, they have been delaying dealing with this problem for far too many years already.

    Its a start but more needs to be done. Start having LTO ticket and impound all trikes especially but including other vehicles that double park or double stop. So often I see trikes stop in the middle of the street to pick up a passenger when they could go 5 meters further and pull to the side to pickup/drop off. Outside Silliman there are always double stopping by trikes and POVs to pick up, drop off, or wait for someone. Impound the lot of them. Trikes 500p fine. POVs 2.5k peso's fine.

    Next like said add in specific stops where multicabs can pickup and drop off. No pickups or drop offs if not at a stop and if they do 500p fine each occurance. Heck, I'd even support specific pickup and dropoff stand laws applying to trikes in the city along major roads.

    Then how about we clean up around the market. You can see trikes triple parking there.

    If someone gets 3 fines in a month vehicle is city possessed and auctioned going into city finds. As we don't need any more trikes being sold off adding to the congestion on the roads we'll every quarter have them taken out to a local big lot or field and blown up with selling tickets to the public to watch the fireworks. See that hated Trike that cut you off repeatedly blown up!

    Implementing the law of working head and rear lights and a few other "common sense in real country laws" would solve the main traffic problem when it comes to safety.... so let the Guardians do their job ...

    that implementation of the law mentioned in the article is only because of some internal voices and questions about that useless terminal.

    There was a terminal on Valencia road to Batinguel which miraculously transferred into a catering-company home and another one was built for 25 million. I assume 22 Million went into a earthquake/flooding safe basement, as what is above ground is barely 3 million...

    The terminal at the Cemetery/Valencia hwy was poorly placed for anyone other than those going to Valencia, in that tricycle drivers wanted P12 to take anyone there from downtown. The mall location is much better in this regard.

    I don't see it better located in any way. it is located at the area with most traffic and chaos (not only during rush-hour but anytime a traffic enforcer gets out of the shade to interfere with the traffic). now additional traffic gets artificially created at the mall area and that is one thing this area does not need by any means and the trike driver around the mall certainly overcharge all as well

    On the other hand, with the opening of the new terminal the back mall entrance/exit will be opened, which will alleviate some of the chaos at the intersection from hell. In addition, most of the traffic going to the cemetery terminal would also go through this intersection.

    Now if I were a poor Filipino and downtown, would I rather pay the trike P8 to take me to the mall, or the P15+ they will want now to take me to the cemetery terminal?

    In the short period of time they had the Valencia terminal open, we used it nearly every day. It was a major pain to get trike drivers to go there (must pay fare both ways, sir), and the fare one way was more than the jeepney fare to Valencia. For the two of us, it would cost P100 or so to get to town and back. We were very happy when they closed the Valencia terminal and moved the Jeepneys back downtown, then it was jeepney all the way for less than P50 round trip for the two of us.
