Pass new Immigration act, David urges Congress February 07, 2012 Immigration Commissioner Ricardo David Jr. has urged Congress to prioritize the passage of a new immigration law to replace the antiquated 1940 immigration act. Appearing as guest at a recent news forum in Manila , David said the enactment of a new immigration law will further strengthen the powers of the Bureau of Immigration (BI) in regulating the entry and stay of foreigners in the country. He said a consolidated measure of various immigration bills is now being deliberated at the justice committee in the House of Representatives. David said the BI has been lobbying lawmakers to include in the bill provisions that will increase the incentives and benefits for immigration employees to deter corruption. He underscored the need to professionalize the bureau and decentralize its operations by establishing regional immigration offices throughout the country. David also proposed that the law provide a fixed term the Immigration commissioner so as to free the bureau from pressures or influences of politicians. He disclosed that a technical working group from the BI and House justice committee is now discussing the final version of the consolidated bill. David said he also proposed to lawmakers that the BI be authorized to assign immigration attaches at the various Philippine embassies and consulates abroad.
