Is there anywhere in the Dumaguete area that you can buy a speed boat or jet skis? I'm thinking Cebu might be the closest place to get something like this.
Used? Yes! New? None than I know of. I would comb the online ad sites for the Philippines if I was you.
The owner of Honeycomb had a couple of Sea-Doos outside for sale. I haven't noticed them recently so they might be sold or maybe he just moved them. You could inquire there. Also, there is a shop that repairs jet skis on Mangnao Canal (the road going to El Oriente Beach Resort). You may ask if they know of any for sale also. Occasionally I have seen some boats and jet skis listed for sale online at CebuClassifieds.com cebu city classified ads, cebu jobs, cars, ads, house & lot, classifieds, real estate, business, apartments, rent. If you go to Cebu, they usually have some postings at the Yacht Club in Lapu Lapu. Good luck!
There was a guy that had 2 very nice ones for sale a few months ago. They were not cheap. I don't know whether he has already gone abroad for the summer or even whether they are even available. PM me and I will put you in touch with him.

I went there to look for it. Today I only found at the right side of the street a repairshop where some motorbikes were standing. The guy seems to repair as well outboard motors but there were no boats and his friend said he did not sell boats. The owner was not present. I have his number and will call him tomorrow (for checking my outboard motor). They did not know of another shop at that road.
The guy who lives at the Mangnao Canal is Resty Nodado and he knows a lot about motorbikes and outboard motors. His father Henry seems as well an expert in that discipline and lives (acc. to info I got) somewhat further down that road in a sidestreet. I'm certainly gonna test them
