I rent an appartment in Santo Rosario Heights since about a year. I don't have the kind of problems you evocate. It's a bit noisy as on the main street but it doesn't bother me, I have constantly all the windows open and I sleep very well at night. I sleep early as usually I wake up at dawn, aroud 5:30 am, and I practice 1h30 to 2 hours of mountain bike every morning from here to Valencia and Bacong. There are lots of dogs on the roads and trails as well as other animals, cows, goats... Dogs like to sleep on the roads. I'm used too and it doesn't bother me. Also when nights are rainy, frogs can be a bit noisy. What you describe with free-running dogs and fighting cocks in Santo Rosario Heights is very common in the baranguays here in Dumaguete-Valencia-Bacong, nothing specific to Junob and especially Santo Rosario Heights. I have a good quality of life here in Santo Rosario Heights, with a bit of fresher air than in downtown Dumaguete and less pollution...

Maybe i'm the one who's naive, but i think there are quite a few subdivisions in fairly high rent areas of dumaguete where large numbers of loose dogs bark at all hours and roosters crow. Most of our neighbors are quiet by 10, even dogs have to sleep sometime... We can also smell fires burning and people doing construction at odd hours. The only thing our "local" neighbors really got cranky about was late night music from one expat house. That got solved with one meeting at the barangay chief's office. As Francois said, you get used to it, after 3 years we did. In other woids, "deal wid it."
