I am looking for a private school that has a low teacher-student ratio in the elementary school.

There have been many Threads on Schools over the Years, Different Areas seem to have Different Agendas, Which particular area of Dumaguete are you Looking at?
One thing for sure is the lower the Class size the Greater the cost. We have a few Members that use private schools for their children and no doubt you will get replies from them

I always found West City Elementary Good for My Little one, we moved her from Don Bosco and she did well but like so many things mileage varies and it really does all depend on the Child

    Best of Luck!

One International School in Dauin has a 4-8 ratio, depending on the age.
