I did not even realize that were trying on the air pollution issue as I watch the trike drivers bleaching smoke out of the 2 stroke motorcycles with a handkerchief over they mouths. It is like when I saw the young boy wipe down his pants by McDonalds and pee on the street. I figured he learned that from his father, and would probably teach his son, so it would be 30-50 years before that cultural issues is gone. It will be the same way with the road issues here. The Philippines may still be a third world country when the classification is no longer used as a world wide measurement concept. O-| I will say that it is impressive they have a goal statement and great step forward. Maybe someday after a few more generations they will be able to see the results.
