Unfortunately, since the office is now shut down , he cannot get a driver's license., for which i trained him. So, of course, he was frightened and didn't stop right away for the checkpoint. Now they took my car. So, instead of telling me how foolish i was, tell me how to get this fixed.
It may not be possible until the quarantine has been lifted. I suspect the LTO would be the place to check if the LTO took it. If the police took it try the police station. They may be operating on skeleton crews, giving you a small chance of paying the fine and getting it back.

The way I would do it was, making an alliance with a Filipino, who know the procedure at LTO office, don't pick a random Filipino, need to be one a friend can recommend. It's not illegal to get help, I don't talk about fixer or bribe but an honest guy who is willing to help you. I have a "bushmechanic" that's what I call him, he is close to 100% honest and knows the procedure at LTO and also the people there. I can connect you with him if you want, other than that I will not be involved, hate coming at LTO. Normal I don't recommend anyone but I know this guy 4 years now and he is always there when I need him, just contact me if you want his help. The PHPT office is on that loop that goes behind the Provincial Capitol building - Kagawasan Avenue. They're across the street from the TESDA office.
