Or to quote that famous Chinese proverb: 'When man hunts fish, sometimes it is the fish that hooks the man'.

That would result in an instant raise of prices and lowering of quality. Starbucks has some of the worst coffee and most ridiculous prices.

    from the article:
"Councilor Cordova stressed that a strong message must be sent to all foreign nationals in the City of Gentle People, that since they are guests here, they must always abide by the rules and must not behave like royalty."

I understand why the people here feel this way. When Filipinos work abroad some countries treat them like crap and they will not tolerate that treatment in their own back yard.

"a strong message must be sent to all foreign nationals" So this will be the result of a few bad actors. Some people have no clue about the culture in this country so I will give you a hint. Arrogance is about the biggest "crime" you can commit. The locals dislike it when it comes from a fellow countryman and hate it when it comes from a guest.

P20 is the norm for me. P50 of they did a really good job with the service. P100 if they did a decent job and I thought she was cute. A P70 meal and a P2000+ meal get treated exactly the same with my tipping scheme. They can call me a cheap b@st@rd of they like...you don't get to prepare my food and serve it with Filipino culture and then demand an American culture when it's time to tip.

    Edit:
Parking boys get P5 if I was parked more than 5-10 minutes.

    I don't tip guards, ever.

General labor gets tipped if I hired them (not the landlord) and they did an above average job. Have yet to give over P100 to any of them. I might also tip them with food to take home to the family.

Trike drivers, on the off chance a have to take one, get no tips of they tell me the price up front. If they tell me the legal fare after I get off (which I already know) I usually pay them double whatever the fair was.

Jeepney drivers never get a tip.

I took your advice, thank you, and visited Erica in Carlos Reyes, Perdices Street. My needs and wishes were a bit complex but she did a very good job (took off more than I had intended but it looked fine) and I would recommend her to men and women alike.

No one replied with any suggestions about laptop repairs but I will outline my experience for those who may also be looking. I had a laptop with a dodgy charging socket due to me dropping it twice! I first e-mailed PC DOC but received no reply. Then I tried Net Solutions (near Lee Plaza) and after a cursory inspection I was told that new parts were not available. The computer is a Lenovo (quite common around here), only one year old and nothing indicated that any new parts were even required! I could not recommend this place. I then visited SST in Robinson's Mall, who said they could fix it and the fee would be P2000. They then said that as the computer was discharged (this was due to the problem with the charging socket) it would be another P2300 to "check the display". In my opinion that is nonsense; you fix the socket first and see if it charges..... there is no need to check the display unless you see it is not working AFTER the socket repair. I declined this total charge of P4300 and was thinking I might have to buy a new laptop! But then I discovered that going into Dumaguete I was always passing Algorithms but had not realised it. So I tried them. The young man I dealt with knew his business and I was able easily to explain the problem and two alternative solutions acceptable to me (the first was to repair the socket and if that was not possible the second was to make a new connection to the charging lead). he grasped that and, obviously, suggested they would try the socket repair first. They repaired it .... no problem of "cannot get parts" or "Also need to check the display for another P2300" ... they repaired it and charged me P850 (just under 25% of the fee asked by SST). I have not tried other repairers and some may be as good but I have NO HESITATION from personal experience in recommending ALGORITHMS and just wish I had gone there first (but at least I learned something about two other repairers ... and saved myself P3450).

MONITORING, this word seems to have a different meaning in the Philippines, if you monitoring some persons you have to know where they are and if you know they are BANDITS as stated why not go ahead and arrest them, shoot them or in some other way neutralize them.
Just monitor them until they behead some more unarmed civilians and then what, we cant find them they are hiding in the jungle now....:poop::banghead::poop::banghead::poop:

Hard to gather up any anger about the misuse of disaster relief funds anymore. It's like beggars, if people stopped giving them money, there would be d*mn few. As for foreign aid in disaster relief? The USA for one would be better off flying over the disaster area and dropping $100 bills like leaflets, some of it will get to the proper recipients at least, unlike the money that passes through government's hands.

I've been to Boracay once.....and I will never go back. Crowded, rooms/drinks/food are way too expensive, pushy street vendors, the little town on the island is a cesspool, locals are arrogant and rude, the ferry getting there is overpriced and a hassle, once off the ferry you have to deal with getting an extremely overpriced trike ride, any side activities you could sign up for are at least triple the going rate anywhere else in the country, need to learn Korean or Chinese to talk to any other tourists, police stop you from building a sand castle.....but you can pay some little snots a ridiculous amount to build one for you, can't drink/eat on the beach. I'm sure there is a lot more I hated about being there that I have forgotten. The only thing positive I remember about Boracay was when I got on the ferry to leave that crap-tourist-trap of an island.

Never been to Palawan myself but from what I've heard it is much better than Boracay and is a much better value.
