    Obviously this is an opening!

Maayo Shipping resumed their trips between Cebu and Dumaguete by 8 March. Maayo Shipping reminded the passengers for Cebu bound from Negros Oriental, there will be no documents needed before boarding.
However, passengers/cargoes bound for for Negros, necessary documents are needed and must be presented to the Coast Guard Office in Liloan, Cebu.
First trips will start at 6am daily. Minimum health protocol is still a must. Source is (RoyBuzz/HEADZ UP! NegOr News)

    https://www.manilatimes.net/2021/02...ng-swab-testing-as-travel-requirement/844650/

Although these changes are not certain at the moment (and the article says would have to be approved by the IATF-MEID), the discussions around it by the DILG are a cause for concern IMO. These changes would involve scrapping tests for Covid-19 as a travel requirement around the country. This, the article says, has already happened in Cebu province - I am unclear if that had any approval from IATF-MEID but I know that Cebu has a rising number of cases and two mutations detected. It was stated that "the DoH said last year that testing should only be mandatory for persons exposed to or showing symptoms of Covid-19" - how they know either of these things for certain is beyond me.

It is also stated that "As long as the person is following the minimum health standards such as wearing face masks and face shield, maintaining physical distancing, and regular washing of hands, these would be enough compliance (they would have at least 95 percent less risk of transmission)".

Apart from Covid-19 tests, they were also looking at lifting other travel requirements such as a travel order and local health certificates.

Again, IMO and as I read it, people need even more to look at the personal protection of themselves and of their loved ones at a time when it seems there may be a big reduction in safety measures (if I read it correctly that wearing facemasks/shields AT THE TIME will be enough evidence for travel and takes no account of the fact that the person wearing that protection may be infected and not continue to wear the PPE at the destination), a very long time before substantial vaccinations and a strong (but understandable) desire to get the economy back to nearer normal. IMO this would lead to an explosion of the virus to every island and move the Philippines way up to the top region of world rankings for cases and deaths.

The new mooon cafe along the seafront is open now, we went yesterday and it was very busy so we had to wait to get in, the menu is the same and even some of the same staff from the closed Robinsons branch.
Food was good and there's the added bonus of a beautiful sea view :cigar:

We went up Mount Talinis yesterday, drove mostly as far the track could go. Then hiked up the rest of the way, not to the summit but high enough. It was like half jungle with foot-paths that went in all directions that the locals use. Wife's friends come with us too and went to there relatives house. What a great view, I could see Dumaguete City and the sea. Cebu island in the distance. We couldn't see the peak of the volcano because of the mist.
First time I'v been that far up the mountain, great experience and to see how the mountain people live
Thought I would be stiff this morning due to the hiking but I feel great.
Must be the keto diet I'm on.

I have been searching for some great chicken wings. I prefer a spicy buffalo sauce on my wings but I'm open to other flavors. I'm reluctant to share as my favorite is not really frequented by foreigners and I don't want some lonely big mouth idiot going in there telling the owner how they could make more money or increase the price of this or that item...but this my ranking for wings so far:

    1. The Pub - Dumaguete: by far the largest and most flavorful wings. Could use a bit more spice. There is an extra perk to this bar if you are a rum drinker. Don't you dare tell them how cheap one specific brand is compared to other places! Other menu items are quite good for a locally ran business.
    x4 very large wings - About P180
(Note: my last visit included x3 main course dishes, x3 double shots, x2 single shots and x2 coke zero. Total was P1015.)

    2. Bamboo Bobs - San Miguel: used to have very large wings (x4) with a very good and spicy sauce but my last visit resulted in x3 smaller wings with a sub-par and less spicy sauce. P250. Perk is the drink and food cards. Order 10 drinks or food items get one free (excellent if you are a double shot + soft drink customer, each counts as 1 drink order. Owner is friendly and hands out free drinks... ymmv.)

    3. Fin Bar - Dauin: I believe x4-5 medium wings. This is just fried wings with a bit of sauce put on top. I don't think they have buffalo but their korean wings are decent. Can't remember the price but I want to say around P150-180.

    4. Sideways - Dumaguete: p*ss off. Should be removed from the menu. Jollibee is a better option. Small, dry meat, oily. Whatever the price it is absolutely not worth it.

Still looking for that BWW level of wing. If anyone knows a place please post it here.

We got this at SM City Mall yesterday, they have quite a few Tesco items but they are mixed up with all the other stuff so you have to search for them.

BELOW is a copy of the "Abstract" for a study using the inexpensive and commonly available drugs: ********** and Azithromycin... (when compared to the drugs president trump used to defeat the SARS-Cov-2 virus) i say "commonly available" with the caveat that this stands true in most nations under normal circumstances... but perhaps not here on our island should an outbreak of the Covid-19 disease occur... because it is definitely possible these two drugs could go "out of stock" rapidly... but as for me and my family... we have already secured these drugs. NOTE: Cholecalciferol is "Vitamin D3" which is available OTC in most drug stores and online and is something you might consider taking regularly so your D3 level will be at the maximum proper level should you contract the Covid-19 disease...

here is the copy of the "abstract" and a link to the full report below:

"As the world faces COVID-19, the search for effective treatments against the disease and its complications has turned its gaze to drugs that are classically used in other infectious diseases. Some drugs are being examined for the recent evidence on its effects on viral replication and inflammation. The aim of the study was to assess the outcome of **********-Azithromycin-Cholecalciferol combination therapy on early stages (I-IIa) of COVID-19 patients. This proof of concept study was carried out on confirmed COVID-19 patients in Mexico City, from April 01 to April 20, 2020. Patients who met inclusion criteria were invited to take ********** (6 mg once daily in day 0,1,7 and 8) plus Azithromycin (500 mg once daily for 4 days) plus Cholecalciferol (4000 UI twice daily for 30 days). Treatment outcome was evaluated on the 10th day onward from the first day of the drug intake. Recovery rate of the 28 patients that received the combination therapy was 100%, the mean symptomatic recovery duration was 3.6 days and negative PCR was confirmed on day 10. Imaging findings of patients with pneumonia were improved on day 10. Transient and mild degree of adverse effect like diarrhea and nausea was noted by 3 (10.7%) patients. This study found that the combination treatment might mitigate disease progression without significant adverse effects. Further studies are needed in order to extrapolate these findings to moderate and severe COVID-19."

as a footnote: this is not the only study using **********... there is another one using... ********** + doxycycline + zinc + vitamin D3 with equally impressive outcomes

BOTTOM LINE: be proactive... get informed... and be prepared... because no doctor nor nurse nor any healthcare worker will care more about your case (or the case of a loved one) than YOU... information is power... get informed now before the SARS-CoV-2 virus comes knocking on your door... i wish the best for each you.

From what I understand, the law in this country states that the payment of the 6% capital gains tax regarding the sale of a property is an obligation for the seller.

I also understand that in most cases this tax is paid by the buyer. However, if the seller insists on fulfilling that obligation, so the buyer negotiates a buying price that takes this into account, then how is the transfer of the title ensured?
What I mean is, if the seller just "forgets" to go pay that tax, then I assume that will make the transfer of the title impossible? What assurances if any can be written into the deed of sale or otherwise?

So, if the seller insists on paying the Cap. gains tax, and the buyers' lawyer says: then we'll run into trouble with the transfer of the title, then who's playing some game?
    Seller, or lawyer, or both?

I understand that tax avoidance is probably as big an issue here as elsewhere, and without that explanation the whole thing doesn't make sense to me, but if someone could advise how things can or can't work here then I'd be grateful.

Maybe I'm seeing trouble looming where there is none, all I know is that I'm used to settling real estate transactions in a totally different way, where payment is made by the buyer into an escrow account at a certified notary, who pays all taxes and other stuff (like a mortgage bank) and assures that all paperwork is fine, before paying the remaining money to the seller. The (lack of) system here is totally alien to me.

Finally! Only 7 months after the shooting and killing of a councilor in Bayawan, the suspected triggerman is arrested. The arrest was made possible because friends and the family of the victim & people of authority have formed a special group to make a thorough follow up of the case. The special task force is named after the victim, the late Councilor Tizon.

Now that they have the suspected gunman, the next thing the authorities need to do is to make this guy sing. Who hired him to do the job? Etc

Oopsie—-I shared the link of the story but FB seemed to have removed it.. I will try again.
