    I don't know.
I have been up there a few times, go mountain biking around that area from the top (not the summit) back into Valencia. The roads are pretty rocky not sure how far up you drove.

Check this thread for information about travel from Dumaguete to Manila
    https://dumagueteinfo.com/board/threads/domestic-travel.59349/
and this announcement about flights http://dumaguetecity.gov.ph/2020/09...hts-a-week/?utm_source=DI&utm_medium=referral

However, it would appear to me that it is really more of an issue of communication between you and your wife than lack of information.
Please consider carefully that your wife might be scared to travel at this time, especially if she doesn't have a visa yet to travel to Italy.
If she would travel to Manila to apply for a visa and then return to Dumaguete to wait for the decision on the visa for Italy then she would need to be in quarantine for two weeks from the moment she arrives back in Dumaguete.
Moreover, she will need to get a covid test in Manila, and several documents before she can travel back to Dumaguete.
If she is not familiar with Manila then even just that might be a lot more scary at this time.
Manila is still considered a hotspot for Covid, with a lot of new cases every day.
Then the actual travel to Italy is another thing that might be scary to her, she may or may not have to quarantine upon arrival, I don't know.
If she has never traveled out of the Philippines before then that's a cause for concern even in normal times.

Your main issue might be however that currently no Filipino tourists are allowed to leave the Philippines.
Being married to you probably doesn't make a difference if she would be traveling on a tourist visa.
If she will apply for a visa to stay in Italy indefinitely then there might be a possibility to travel outside the country.
Your wife can inquire at the Bureau of Immigration in Dumaguete whether the travel restrictions also apply to her if she has a visa to stay in Italy indefinitely.

(Mr Rye - I know this needs to be moved to off-topic!)

You talk great sense - but that is not how they do things here. IF they did then the country would not be in the mess it is. As a foreigner, looking at what happens in your own country, you could make thousands of suggestions how to improve services here - but they would not listen. They want to do it their way and I think that relates to superiority/inferiority issues.

I read recently of their plan to do research on some proven Western tests used for Covid-19 - the chances they could improve on it by testing are about zero. They don't want to accept the 'wheel' but invent their own!

Apart from services, think of all the land that is lying redundant because various family members own bits of it (in case you are not aware, here the Inheritance laws tell them who their beneficiaries are - they have free choice on about 25% only) - if they did something a bit more Western then problems such as that would not happen as frequently.

We could all write huge lists of the areas that need improving (how to run a business in 2020 being one of them), but it is their country. It makes sense to look at the best systems worldwide and copy them - but they are not interested (in fact, many are not aware there is a world outside!). A pity for them and their country as it could be so much improved - but it is their country and so their choice, but they will still be struggling years after all of us are gone.

Get in line to a vaccine that hasn't had any long term trials conducted? I'll pass.

Went to Pasta King a couple of weeks ago arriving at 11:50 a.m. for lunch. Asked for lasagna to give it another try as the last time it was dismal. The answer this time , " No Stock". That's it for us. Have tried it 4 times with the current owner. It is sad to say the least. Penny wise and pound foolish. Cutting quality, very noticeable, and serving size, not that we are big eaters at all but none the less. If they are trying to run the place totally out of business they are doing a good job of that. We used to go there often with the previous ownership.

Let's take some of the relevant information (along with the link for a source) and post it here instead of sending members directly to another forum:
    I have a few thoughts/questions:
    1. Exit clearance required after 60 days? That's annoying, but ok. Can I do that at a local immigration branch or do I have to travel to a main branch for that?
    2. "Immigration agency can require cash bonds on demand to ensure immigration adherence." I'm not sure what this means.
    3. Being "rude" can get you deported. Ok...but who gets to decide what "rude" is? (The person who is accusing you of it, naturally, but is there any way to contest such accusations?)
    4. New visa applicants will need a physical and mental evaluation? Haha. Goodbye at least half of everyone.
Some of these make sense, some seem rather "anti-foreigner", xenophobic (*gasp* shocking!) and extremely prone to abuse/corruption.

The country has an extremely undisciplined population that has a complete lack of respect for any law, rule or common courtesy to others. It appears someone is trying to break them of that. There are going to be some growing pains that come with it. If this is the route they want to take (which I don't personally like, I prefer personal freedom over a nanny state that tells you how to act) they are going to have to be extremely strict on the rules and dish out harsh punishments to break Filipinos of their bad social habits. The only Asian countries I have been to that resemble anything to western standards are ones that have extremely strict, almost authoritarian, enforcement of the rules (Example: Singapore's $5,000 fine for smoking outside of a smoking area). Asians have a very different culture and way of looking at authority. I'm not really sure why that is, maybe because their governments have done very little to actually help those that need it most and are extremely corrupt...but it seems to persist all throughout Asia (minus a few examples where they have actively fought against that mentality).

I personally think educating through the school system while they are young will produce far better and quicker results. But maybe they are doing that...I have no idea what is being taught in the schools. Either way, you still have to try to teach those that are used to the old ways. Then, when the older generation dies off you will be left with a generation that doesn't need to be told as much to stop being such huge assh*les. What worries me is that once that younger generation takes over, will the government want to give up that control they have become used to. I believe history would say "probably not" and that authoritarian government will need to be replaced.

It is owned by a Swiss National. How that can be ? Strange question. You call yourself a RPlongtymer, which I don't really believe. Or else the Y-not Restaurant is only one you know in Duma. Because Y-not has probably one of the best waiters in town. That doesn't mean it's high class compared with western standards. But I know for sure at the Y-not a waitress doesn't' just get a full time job easily. They have to work as a trainee for a considerable time before they get fully employed. Me and a lot of people like the place. The staff is very polite and helpful. But over the years we have noticed that some low class expats treat them like underdogs. So in other words: THE WAY YOUR TREAT OTHERS IS HOW OTHERS WILL TREAT YOU.
